Job Summary:  The Education Technical Programme Officer will primarily contribute to achieving WVU’s child wellbeing targets in designated cluster through Planning, monitoring and implementing education programme in line with applicable technical approaches and WVU national strategy

Key Duties and Responsibilities: 

Project Planning Implementation

  • Ensure that the cluster designs are in line with the Education and life skills national office strategy
  • Ensure that Cluster AP Education and life skills project activities are integrated with other sectors and also the District development plan
  • Supervise and monitor ongoing activities under the Cluster AP Education projects
  • Ensure quality in the roll out of education and life skills models
  • Coordinate Cluster AP education projects being implemented by partners and technical resource persons.
  • Initiate and participate in education district Advocacy initiatives
  • Work closely with the National office education technical specialist for quality implementation of education projects.
  • Ensure cross cutting themes are mainstreamed in education.
  • Ensure Education projects integrate and address child protection
  • Work with CSDO to ensure Registered Children and their households are participating and benefiting from education programme interventions

Capacity building and training

  • Mobilization of CCTs, SMCs and PTAs and conducting trainings to build capacities on education
  • Provide mentoring and coaching to education community volunteers and teachers and local level capacity and local linkages to support literacy.
  • Identify technical experts to train community groups
  • Liaise with the National Office Education technical specialist on staff capacity building in Education.

Partnership and networking

  • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation at the District level.
  • Participate and represent WVU in key donor engagements and technical working forums at district, region and National level when applicable
  • Point of contact for consultation on issues to do with Cluster education programme
  • Identify opportunities that present through networks and relationships with other institutions and organizations and NGOs working in the areas of education
  • Work closely with Education department staff to facilitate local level advocacy

Research, M&E and Documentation

  • Effectively document all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms
  • Ensure identification of research areas, conduct research and document learnings
  • Responsible for capturing child wellbeing indicators literacy, numeracy and life skills in the cluster
  • Support processes of project baselines and evaluation of education projects
  • Spear head the Cluster education periodic project output & outcome monitoring process.

Project management and Coordination

  • Track financial management and budgets allocated for the project
  • Produce timely, accurate, compliant and quality reports to the direct supervisors.
  • Responsible for project assets at cluster office

Resource Acquisition

  • Identify and initiate viable funding proposals for resource acquisition to support education programme interventions.
  • Participate in resource mobilization through concept papers/proposal writing for fund raising and market them with support offices and other donors

Qualifications, Skills and Experience: 

  • The applicant for the World Vision Education Technical Programme Officer job placement should preferably hold a Degree in Education, Social Sciences or other degree with a diploma in education. Post graduate education training is an added advantage.
  • A minimum of five years of experience in Education programming with reputable institution, national or international NGO
  • Broad knowledge and understanding of education concepts and issues in development context especially in Uganda
  • Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management
  • Working knowledge of data analysis software such as SPSS, Ms Excel, stata
  • Demonstrated experience and skill in research, analysis and report writing
  • Strong facilitation and presentation skills with a passion for sharing knowledge
  • Ability to work independently and as part of a diverse team
  • Must be a committed Christian, able to stand above denominational diversities.
