About US:
Rural Electrification Agency (REA) is the secretariat of the Rural Electrification Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to implement Government’s rural electrification programs. The Government of Uganda through REA is implementing a number of electricity connection projects with financial support from development partners to meet national electricity access targets.
Job Summary: The Environmental and Social Impact Management Officer shall work under the supervision of the Senior Environmental Specialist in the Project Development and Management Department. He/She will be responsible for ensuring that the project is implemented in compliance with the national and REA specific environmental and social management safeguards requirements. The officers shall each be resident in a respective project region of; Northern, Central, Southern and Eastern. Applicants shall therefore specify the region of preference.
Key Duties and Responsibilities: With the above set objectives, the Environmental and Social Impact Management Officer is required to provide support to the safeguards Unit in the following:
- Ensure and Monitor compliance of the project activities with approved EIA conditions, ESMP, ESMF, and the national environmental and social policy and legal requirements during project implementation.
- Coordinate and manage environmental and social safeguard activities of all key project stakeholders including the consultant and the contractors in the project area.
- Reviewing consultant and contractor ESMP reports and ensure compliance with the National and REA requirements.
- Guide and advice PMU regarding any required follow up actions, penalties, or remedial measures as may be required for contractor non-compliances with environmental and social safeguard requirements.
- Coordinate and carry out engagements consultation with stakeholders in the project areas, and ensure timely and adequate documentation.
- Negotiate Wayleaves for overhead electricity power lines and underground cables with landowners/occupiers and their agents/legal representatives.
- Serve power line construction notices and obtain consents for each project in a timely manner
- Compile accurate records of landowners and occupiers for each project
- Provide wayleaves support for RAP studies and selection of new electricity power line routes
- Secure access arrangements from landowners and occupiers for overhead/underground line construction work
- Provide full Wayleaves support for the feasibility and selection of new routes
- Investigate and assess wayleaves compensation claims by landowners/occupiers for any losses or damage caused and negotiate settlement.
- Act as liaison point between the landowner/occupier, contractor and project manager with regard to wayleaves issues
- Develop and publicize site-specific grievance mechanisms. Assist PMU and relevant implementing partners to ensure effective and timely resolution of any complaints or grievances raised by stakeholders related to environmental issues
- Produce weekly and monthly monitoring reports on the status of environmental and social safeguard actions and compliance for the project
- Establish and maintain a database of all records and documentation related to environmental and social management of the project;
- Assist PMU in all other aspects related to ensuring full implementation of Environmental and Social Management Plans.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Environmental Sciences or related sciences with at least three years of experience in environmental impact assessment, monitoring and management or Bachelor’s degree in Social Sciences or a related field with at least 4 years of experience in environmental and social impact assessment and implementation of environmental and social management plans of power related projects
- Demonstrable knowledge of ESIA, environmental audits and monitoring
- Good command of IT application such as MS-office and other basic computer skills;
