Job Summary:  The Operational Information Management & Reports Officer – CST will support the Uganda Country Office in enhancing its capacity in this area. While managing the day-to-day OIM/R function of the Country office, the OIM/R officer will need to strengthen – and establish where needed – OIM/R systems, processes, procedures and protocols. While administratively located within the Programme Unit, the OIM/R Officer will need to work across functions, notably with Field and Area Offices, Government Partnerships Unit, Budget and Programming, and Supply Chain. The OIM/R Officer will supervise the OIM/R national officer.

The incumbent will support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organisation. The OIM/R Officer will be under the direct supervision of the Head of Analysis, Monitoring, Evaluation and Learning and receive overall guidance from the Deputy Country Director.  OIM/R Officer will be responsible for the following duties specifically formulated for this role:

Key Duties and Responsibilities: 

Management of Country Office Operational Information Management and Reporting Function

  • Support the organisation, packaging, utilisation and dissemination of relevant information to inform programme design, implementation and presentation to external audiences;
  • Support the external information provision and reporting requirements of the country office inclusive of donor proposals and reports;
  • Coordinate the internal reporting requirements of the country office inclusive of monthly Country Briefs and ad hoc briefing materials as required;
  • Lead the preparation of the WFP Uganda Annual Country Report in collaboration with all relevant units and ensure coherence and quality of information.

Country Office OIM/R Capacity Building and Systems Strengthening

  • Map and update, as required, information flows and requirements within the CO and between the CO, AOs and FOs; between the CO, RB and HQ; and from CO to external audiences;
  • Provide recommendations to optimize the evolving organizational structure for information flows in line with WFP Uganda’s needs and priorities across functions at CO, AO and FO level;
  • Define OIM and reporting process flows to ensure a common understanding, agreement and prioritization across cross functional units and sections;
  • Lead the implementation of OIM/Reporting SOP, identifying each unit’s role and responsibilities with clear deadlines and products (accessing corporate systems such as COMET, LESS, WINGS, etc.);
  • Enhance the capacity of WFP staff and partners to effectively manage operational information and reporting through the provision of the relevant OIM/R training;

Key Performance Indicators:

  • Management of Country Office Operational Information Management and Reporting Function
  • Improved quality and timely completion/submission of internal and external information provision and reporting requirements;
  • Donor proposals and reports completed on time and up to high quality standards that use robust evidence base to demonstrate WFP’s potential or real impact achieved through its programming;
  • Internal reporting requirements – inclusive of, monthly Country Briefs and ad hoc briefing materials – well-coordinated, delivered on time and up to high quality standards; and
  • Information identified, validated and available for inclusion into the WFP Uganda Annual Country Report.
  • Country Office OIM/R Capacity Building and Systems Strengthening
  • Existing and required information flows within the Uganda CO mapped and gaps clearly identified;
  • Clear understanding of all units’ key information needs, timelines and the roles and responsibilities in OIM/R (who, what and when);
  • OIM/R communication tree established for the circulation of key information that results in streamlined operational information management processes in the Uganda Country office;
  • WFP Uganda staff capacity to fulfill individual responsibilities within the CO OIM/R framework enhanced;

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UN World Food Programme (WFP) Operational Information Management & Reports Officer – CST job placement should hold an advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
  • A minimum of four years of professional experience, including at least two years’ experience as an OIM/R officer or in a related functional role; an in-depth knowledge of WFP processes, systems and OIM/R requirements.
  • Excellent oral and written communication skills, able to clearly articulate insights to external stakeholders and stakeholders within WFP;
  • Strong understanding of OIM/R concepts and principals with a broad knowledge of best practices, techniques and processes;
  • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages;
  • Capacity to produce high quality products when working under pressure and with competing deadlines;
  • Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds;
  • High capacity for organization and cross-functional coordination, as well as an ability to work with a high degree of independence in a team environment;
  • Ability to adjust own communication style to different internal and external audiences and purposes;
  • Ability to lead, motivate and develop less experienced/more junior staff.
  • Language: Fluency (level C) in English language.
