Job Summary: The effective implementation of the proposed program will require the appointment of a senior staff to help make “things happen” and ensure that the various parts of the program proceed effectively. The Senior Forced Displacement Specialist will report to the Uganda Country Manager and maintain a close relationship with the FCV CCSA Team Leader on Forced Displacement – so as to allow for both an effective engagement as part of the Uganda CMU team and a strategic alignment of the Uganda program with the Bank-wide forced displacement initiatives, especially under IDA18.
Key Duties and Responsibilities:
- Provide strategic and operational leadership on the forced displacement agenda in Uganda;
- Provide operational support to the ongoing and pipeline IDA 18 operations;
- Facilitate and coordinate the Knowledge, Analytics and Assessments activities;
- Support the government through a solid and continuous policy dialogue;
- Manage the dialogue with key counterparts, including but not limited to UNHCR, UN Country team, the humanitarian actors and key bilateral development partners;
- Co-chair the CRRF Development Partners Group (CRRF DPG) and help strengthen the CRRF process in country, ensuring that WBG programs, including projects financed under the IDA 18 sub-window, are an integral part of the broader external effort;
- Coordinate program design and processing with relevant GPs;
- Provide guidance to the various task teams to ensure activities best respond to the situation on the ground;
- Support project implementation, including possible mid-course adjustments as may be needed based on evolving circumstances;
- Lead the preparation of selected country-level analytical pieces (especially on the transition from humanitarian aid to development)
- Coordinate maintain and foster partnerships with bilateral donors, humanitarian and development partners;
- The Senior Forced Displacement Specialist may be assigned other tasks and deliverables as deemed appropriate by the Country Manager in consultation with the FCV CCSA Team Leader on Forced Displacement.
Qualifications, Skills and Experience:
- The applicant for the World Bank Group Senior Operations Officer – Forced Displacement (Trust Funded) job placement must hold an advanced degree in a relevant discipline (Masters or PhD), and a minimum of 8 years of relevant operational experience.
- Solid understanding of forced displacement issues. Demonstrated capacity to understand the political economy and local context of forced displacement situations.
- Proven ability to think strategically, connect the dots easily across a range of topics to develop a broader coherent approach; ability to analyze and integrate information into conclusions and recommendations.
- Client orientation and results focus; pragmatism and effectiveness.
- Sound operational judgment. In-depth understanding of Bank operations, including CMU-GP relationships, SCD / CPF processes, projects, and analytical work, dialogue with clients and other development partners. Prior experience as a TTL.
- Leadership and interpersonal skills. Demonstrated ability to work in teams. Experience in working across disciplinary boundaries and with multiple stakeholders. Strong verbal and written communication skills.
- Excellent written and oral communication. Able to synthesize, analyze, and effectively present material from a wide range of sources. Articulates ideas, verbally, and in writing, using the most effective means of delivery.
- Integrity, tact and discretion.
- Ability to deal sensitively in multi-cultural environments, experience in working in developing countries
