Job Summary:  The Monitoring, Evaluation and Learning (MEL) Coordinator will support Saferworld’s programmes in East Africa. The Coordinator will be responsible for refining and maintaining the M&E systems of the designated country programmes, ensuring they are implemented effectively by key stakeholders. This needs to be supported by actively engaging in data collection and building M&E capacity of Saferworld and partner staff, including on more participatory approaches to M&E

Key Duties and Responsibilities: 

Contribute significantly to refining the MEL system for the designated country programmes

  • Make a significant contribution the refinement of the programmes’ log frame, systems and tools to ensure programmes are being monitored and evaluated effectively, efficiently and in line with national strategies and donor requirements
  • Ensure that partners’ views and needs are met by making MEL system more participatory
  • Guide the process of identifying best ways to record, report and analyse MEL information, comparing it to project targets, in close collaboration and consultation with the programme teams
  • Contribute to strengthening and developing procedures to improve the programmes’ internal learning, and sharing with partners, other stakeholders, and across the organisation
  • In collaboration with Saferworld staff and other stakeholders, put in place the framework and procedures for the monitoring and evaluation of projects
  • Introduce knowledge management approaches to the program
  • Documents learning at various program levels and shares learning across the organisation and with            other stakeholders where relevant.

Lead on the implementation of monitoring, evaluation and learning activities

  • Ensure monitoring and evaluation systems and tools, data collection, entry, cleaning and storage are appropriately implemented by Saferworld staff and partners
  • Lead on development and implementation of baseline studies and internal evaluations
  • Contribute to developing TORs for MEL surveys, mid-term and final project evaluations
  • Coordinate external evaluations
  • Lead on the identification of case studies and lessons learnt and contribute to the dissemination of those lessons and best practices within the programmes, with partners and other stakeholders, and across the organisation

Train Saferworld staff and partners on MEL-related issues

  • Organise and undertake training with stakeholders, including Saferworld staff and partners, in MEL and knowledge management skills, including participatory approaches to MEL

Ensure effective record keeping, data gathering, information sharing and communication

  • Ensure high quality and timely preparation of M&E data and information for reports to donors, partners, and Saferworld
  • Guide staff and implementing partners in preparing and analysing progress reports Contribute to the setting up of a system to document lessons learnt

Qualifications, Skills and Experience: 

  • The applicant must hold a Degree in development studies, peace studies, or relevant experience
  • Three years of experience in the design/development of MEL methods and approaches within the INGO/NGO world or similar
  • Proven experience with the logical framework approach and Theories of Change
  • Proven experience with planning and implementation of MEL systems, including planning and implementation of baseline studies
  • Proven experience of working with staff and partners to implement MEL systems
  • Proven experience in information analysis and report writing
  • MEL experience in areas such as peacebuilding, conflict prevention, gender equality, youth work, security and justice or related fields is desirable
  • Experience in strategic planning and/or organisational learning or organisational development would be an advantage
  • Proven experience in Knowledge Management Systems and applications
  • Experience and/or understanding of the challenges of working in difficult, complex conflict-affect and post-conflict environments is desirable
  • Knowledge on Sudan operational context
  • High standard for computer literacy, including Excel; graphic design and desktop publishing
  • Fluency in written and spoken English (Arabic is an advantage)

  • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
  • Willingness to work in a team and to reach out to team members in partner organisations
