The United Nations Office on Drugs and Crime is a United Nations office that was established in 1997 to assist the UN in better addressing a coordinated, comprehensive response to the interrelated issues of illicit trafficking in and abuse of drugs, crime prevention and criminal justice, international terrorism, and political corruption. These goals are pursued through three primary functions: research, guidance and support to governments in the adoption and implementation of various crime-, drug-, terrorism-, and corruption-related conventions, treaties and protocols, as well as technical/financial assistance to said governments to face their respective situations and challenges in these fields.
Job Summary: The Associate Programme Management Officer will work under the overall guidance of the ROEA Representative and the direct supervision of the Crime Prevention and Criminal Justice Officer (Violent Extremism in Prisons) in the Programme Office in Uganda (POUGA) and in close cooperation with relevant colleagues in the Regional Office for Eastern Africa (ROEA) and in the Justice Section (JS) of UNODC headquarters.
Key Duties and Responsibilities: Within assigned authority, the incumbent will be responsible for the following duties:
- Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects; coordinate substantive, administrative, financial and programme activities on a daily basis ensuring timely completion and compliance with UN rules and regulations.
- Provide substantive and technical expertise for the implementation and assessment of the programme including collection and compilation of relevant background information and statistic data.
- Undertake all necessary measures for planning and implementation of the strategies and activities as outlined in the joint UN programme on strengthening the management of violent extremist prisoners.
- Provide support in monitoring all aspects of programme implementation and identify challenges and propose corrective actions to the Crime Prevention and Criminal Justice Officer to expedite implementation.
- Draft detailed work plans, accompanying budgets and budget revisions for all activities.
- Prepare monthly/semiannual/annual progress reports on programme implementation, as well as summary of achievements report and donor reports.
- Prepare required documentation and inputs including background information, briefing notes, welcoming remarks, presentations, as well as provide inputs for relevant documents as required.
- Undertake associated desk research, field / monitoring missions within the framework of programme implementation.
- Procure goods and services to initiate activities; draft TORs and work specifications jointly with programme support unit / operations to ensure qualitative and objective procurement of services.
- Support the exchange of knowledge and promising practices in the management of violent extremist prisoners and prevention of radicalization to violence in prisons and promote the whole-of-society approach in prevention of violent extremism.
- Liaise with stakeholders and counterparts (national government agencies, civil society organizations, research institutes, donor community, etc.) actively engaged in the prevention of violent extremism related work including capacity building activities for law enforcement agencies at the regional or country level.
- Together with the Crime Prevention and Criminal Justice Officer (Violent Extremism in Prisons), contribute to development of funding proposals and other relevant programme-related documents, including contribution to substantive correspondence for a) resource mobilization, b) partnership building, c) reporting.
- Coordinate thematic activities with UNODC Regional Office for Eastern Africa (ROEA) and UNODC headquarters.
- Perform other work-related duties as required.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations Office on Drugs and Crime (UNODC) Associate Programme Management Officer job placement should hold an advanced university degree in law, political or social science, criminal justice, criminology, international relations, or public administration. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least two years of progressively responsible professional experience in programme management including project formulation, implementation, monitoring and evaluation is required.
- Experience in the field of crime prevention and criminal justice and / or prison reform is highly desirable.
- Experience in criminal justice matters, as well as exposure to international development cooperation is highly desirable.
- Experience in working with Government, civil society, international organizations and donors is desirable. organizations and donors
- Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of other United Nations official languages is an advantage.

Is able to assist with data collection using various methods. Has proven ability to draft, edit and produce written proposals and results-focused reports.
