Job Summary: The Senior Coordinator, eMTCT will coordinate the Ministry of Health’s efforts to scale up an integrated package of interventions nationwide, with the aim of reducing the mother to child HIV transmission rate from 7.9% to less than 5% at the 18-month final outcome period. The Senior Coordinator, eMTCT must be a strategic thinker with exceptional quantitative skills and experience in managing complex programs. They will be responsible for a wide variety of tasks, including quantitative analysis and leading stakeholder meetings to gain consensus on proposed recommendations. S/he must be able to function independently and flexibly and have a strong commitment to excellence. Key Duties and Responsibilities:
- Assist the Ministry of Health AIDS Control Program eMTCT unit to proactively identify and design innovative mitigation strategies implementation bottle necks precluding the attainment of program goals
- Provide Technical Assistance and capacity building support to the Ministry of Health for the implementation, monitoring and evaluation of the national Early Infant Diagnosis scale up plan
- Participate in formulation, development and review of operational guidance, protocols and policies for delivery of eMTCT and EID services and recommend standards to be used in the provision of Services to Technical Working Groups
- Conduct periodic eMTCT-EID cascade analyses to measure performance against set program targets and inform evidence-based programming
- Manage the development of and maintenance of databases and tools for birth cohort, Expected Delivery Date cohort and VHT patrol monitoring
- Synthesize and present findings from assessments, supervisions, mentorships and periodic performance reviews to stakeholders including, development partners, the Ministry of Health, implementing partners, etc.
- Coordinate field activities including data collection activities, technical support supervisions and mentorships
- Coordinate and establish credibility with internal and external senior stakeholders, including development partners
- Prepare program progress reports
Qualifications, Skills and Experience:
- The applicant must hold a Degree or equivalent in Public health/Health sciences, Public Policy, Management or other related field
- Demonstrated ability to train health workers/implementing partners in health approaches
- At least three years of experience in a developing country setting, and/or in planning, development, implementation of HIV/AIDS programming for other international NGOs, donor organizations, or public or private sector institutions
- Demonstrated competence in public speaking
- Computer skills
- Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems
- High proficiency in MS Excel
- Language skills: Excellent oral and written English language communication skills.
- Excellent English-language writing skills required
