About US:
Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in Uganda. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).
Job Summary: The Manager Human Resource will mainly develop, propose and ensure successful implementation of approved Human Resource Strategies in order to achieve the Authority’s Strategic Goals.
Key Duties and Responsibilities:
Contribution towards the business planning and review process
- Ensures full understanding of the department, cost structure and continuously monitors these against the planned expenditure
- Ensures that the planned HR strategies are put into the operations and initiates systems and procedures to monitor and review the effectiveness of the strategies
- Ensures that the DHRA is kept abreast of the effectiveness of strategies in the operations
- Initiates recommendations for the annual manpower requirement for preparation of the business plan.
Human Resources Finance Management:
- Understands the final requirement of the department and seeks for the approval of the financial , material and human resources required to manage an efficient department
- Monitors actual costs against expenditure on an ongoing basis and reports accordingly
- Manages costs so that the planned cost are not exceeded
- Manages the assets assigned to the department in a good state of maintenance and repair
- Ensures that the Training and Development budget is monitored against plan and that milestones are not exceeded
- Proposes the human resource and related costs for the Authority and for own department, from the Business and Operating Budget initiatives.
- Inputs into the payroll budget through the thorough understanding of current pay practices and the Pay policy.
Human Resources Processes:
- Understands CAA organizational structure and liaises with all directorates regularly in order to develop and to up-date the ORGANOGRAM and keeps records of all staff changes, promotions, transfers, new appointments, etc, in order to back-up changes of organograms.
- Initiates and coordinates Human Resource Planning Systems so as to avail the Human Resource required for implementation of CAA Business and Corporate Plans
- Initiates and Develops Human Resource and Training policies after having quantified the Training and development needs of the departments
- Ensures effective performance management of staff by recommending and monitoring the implementation of approved staff objectives and performance appraisals.
- Oversees annual staff Performance Appraisal exercise as well as the follow-up activities and decisions so as to implement the decisions and action plans arrived at out of the appraisal exercise
- Promotes the creation of pay for performance culture through the development of visible links between performance and rewards
- Creates visible career and professional ladders designed to ensure that staff grow within the company through knowledge acquisition and personal growth
- Ensures a promotion from within culture that is supported by a robust recruitment and selection process
- Fully participates in the recruitment and selection of staff, ensuring that all new staff meet or exceed the hiring standards established.
- Ensures initiation of and regular review of succession plan throughout the directorates, to meet corporate objectives. Participates in the development of the CAA Human Resource Succession Plan
- Participates in the initiation, negotiation and administration of policies and General Terms and Conditions of employment which are equitable and competitive to facilitate attraction and retention of well qualified staff.
- Participates in collective bargaining and negotiations for general terms and conditions of employment
- Carries out ad hoc surveys covering contentious issues in preparation for collective bargaining, and ensures terms and conditions are reviewed within the corporate mandate and budget.
- Carries out annual market surveys and recommends review of any practice that go out of step to management.
- Monitors and advises the Director about any observed non–compliance with Labour Laws, other relevant statues and best practices.
- Coordinates Industrial Relations activities and the provision of Welfare Services for staff with special emphasis on health, safety and general well-being of employees to facilitate high output
- Manages the Computerized Human Resources Information system and ensures its relevance to UCAA and the users
- Oversees the preparation of the Department’s monthly, quarterly and annual performance reports so that the reports are prepared and submitted on time
- Organizes and coordinates in-house training as approved by the Management and the Board from time to time in order to bridge performance gaps.
- Solicits and assists in administering ICAO fellowships and/or other scholarships available abroad for Aviation Training to meet various identified training and development needs
- Oversees induction programmes for new members of staff so as to enable new employees to get assimilated into the organization.
- Manages and maintains the job evaluation system and ensure that the system is kept intact and related to pay structuring issues.
Human Resources Management
- Attracts, retains, motivates and develops staff that are dedicated to outstanding performance in the department.
- Advises management on the Departments manpower requirements and ensures staff development within the Department
- Develops structure that facilitates the delivery of the vision of the business through the HR Department
- Ensures that appropriate calibre of staff that meet all the hiring standards are recruited and selected to deliver results.
- Implements performance management. Within HR
- Conducts and ensures adequate training for HR staff internally and/or using outside resource personnel as appropriate
- Quantifies the capability gaps in terms of skills and competencies and implement programs to close the capability gap through HR training and development programmes
Qualifications, Skills and Experience:
- The applicant for the Uganda Civil Aviation Authority (UCAA) Manager Human Resource job opportunity must hold a Master’s Degree in Human Resource Management or in Public Administration with a postgraduate Diploma in Human Resource Management or in Business Administration with a postgraduate diploma in Human Resource Management from an approved, recognized and reputable University.
OR
- Possession of a relevant Master’s Degree from a recognized University with Post-graduate diploma in Human Resource Management.
OR
- Possession of an Honours bachelor’s degree in Human Resource Management and an internationally recognized professional certification in a relevant discipline such as ICSA, CIPD.
- At least ten years of relevant work experience in a large, reputable business oriented organization
- Five years of experience at a managerial level in Human Resources Management.
- A good understanding of Human Resources in relation to organizational success.
- A sound knowledge of the internationally recognized Human Resource Management Principles, Policies, Procedures and Best Practices.
- Must be highly knowledgeable of Ugandan and Regional Labour and Industrial Laws
- Demonstrated skills in Job Evaluation and Grading, Compensation Management and Performance Management.
- Proven understanding of organization’s terms and conditions of work, working environment, work hazards and staff motivation.
- Must be skillful in sound Human Resource strategies and management practices.
- Must be a seasoned People Manager with demonstrable prior experience and success in overseeing Staff productivity and Performance Management.
- Must have a good understanding of industrial relations and its impact to the organization.
- Must have good negotiation skills and be able to work with minimum supervision
- Computer literate in MS Word, MS Excel, MS Power Point and computerized Human Resources systems.
- Should be a person of very high and unquestionable integrity and needless to emphasize any reported cases of questionable integrity both before and after interview as well as post appointment will lead to his/her cancellation from the process or termination of Employment.
- Age: 30 to 55 years.
