About US:

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already HIV infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide.

About Project:

Through the Catalyzing Peadiatric TB Innovations, EGPAF will support the rapid roll out of models of care to improve peadiatric TB case finding, diagnosis and treatment and support the use of an innovative new formulation of peadiatric first-line fixed-dose combination TB treatment in 9 sub-Saharan African countries and India. EGPAF aims to improve the morbidity and mortality associated with peadiatric TB in these countries and catalyze improvements in care in other high-TB burden countries. Project implementation, operational as well and financial reporting will be done using EGPAF’s standard tools and techniques, as well as elements specifically developed for TB project implementation.

Job Summary: The Senior Technical Advisor –Peadiatric TB is responsible for providing the day-to-day oversight and coordination to effectively implement the TB project in Uganda. He/she will be a key member of the country and global TB project team, and will work in close coordination with EGPAF staff in Uganda and at the global level. This position will work closely with representatives of the Ministry of Health in Uganda, especially with the National TB program, as well as national and international implementing partners, and representatives from other donors and normative agencies.

Key Duties and Responsibilities:  

  • Serve as the key institutional resource and focal point for the Peadiatric  TB project in Uganda
  • Support development of appropriate country specific systems to ensure consistent, high-quality project management;
  • Lead the in-country process of updating country operational plans semi-annually;
  • Support the MoH in initial site selection for implementation of innovative models of care to improve the lives of children living with or at risk for TB.
  • Provide oversight and support to the TB project staff in Uganda to ensure on-time and effective project implementation, including programmatic, M&E and advocacy aspects
  • Support human resource planning, annual work plan and budget planning and monitoring, use of data for decision making and ensuring program results;
  • Contribute in a timely fashion to project reports to donor;
  • Provide regular updates to the Country Director, Technical Director and Global TB team;
  • Disseminate information and lessons learned through the project to other national partners;
  • Ensure ongoing programmatic excellence by providing, facilitating or coordinating high quality programmatic support to national partners
  • Assist in the management of relationships with partner organizations;
  • Assist in the management of relationships with country teams of key TB technical agencies which have a presence in the country

Qualifications, Skills and Experience:

  • The applicant must hold an MBChB(Bachelor of Medicine and Bachelor of Surgery) and Master’s Degree in Peadiatric and Child Health or related area
  • Other advanced degree in public health, management or business will be of added advantage
  • At least four years of program management experience
  • Unwavering commitment to quality programs and excellence in organizational and project management with the ability to achieve strategic objectives
  • Experience with managing large and/or complex healthcare implementation projects
  • Experience working and/or living in low income countries
  • Strong ability to think strategically, with equally strong practical ability to translate strategic ideas into implementation
  • Demonstrated knowledge of the Uganda health system, knowledge of the national Tuberculosis program will be strongly preferred/essential
  • Integrity, positive attitude, mission-driven, and self-directed with demonstrated passion for EGPAF’s mission and commitment to working collaboratively with a management team
  • Solid judgment and apparent leadership skills
  • He/she should have demonstrated leadership and relationship management experience.
  • Ability to communicate with a range of colleagues across diverse countries and cultures
  • An individual who is able to handle a variety of constituencies, manage multiple tasks simultaneously and thrive in a complex environment with multiple priorities
  • Strong analytical skills and common sense
  • Strong work ethic
  • Tactful, respectful, and keen diplomacy skills
  • Ability to travel regularly, and at short notice, within Uganda to visit the various project implementation sites
  • Ability to travel abroad for meetings with other TB implementation managers, and the Global TB team
  • Excellent oral and written English skills.
