Job Summary: The Technical Programme Officer – Health and Nutrition will technically support and spearhead implementation of Health technical programme intervention and relevant sponsorship performance in line with targets and partnership standards in a manner that contributes to sustained and improved child wellbeing.
Key Duties and Responsibilities:
Project planning, implementation and reporting
- Technically lead the Health TP planning and budgeting, preparation of work plans, implementation of planned health activities and monitoring/ reporting of progress.
- Provide technical backstopping and monitor the implementation of planned activities and community level engagements
Documentation of innovation for programme learning.
- Ensure proper management of financial resources and assets in line with WV policies and donor requirements
- Support Resource development and Generation of additional Funding for the Health TP
- Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora
- Routinely identify health partners, and strengthen partnership for Health TP in the implementation of planned activities
- Facilitate stakeholders and partners in supervision and monitoring of programmatic activities through Joint Monitoring and stakeholders reflection.
- Technically support delivery of quality health facility services and Community Health Workers to improve health and nutrition issues identified in the communities on a monthly basis
- Conduct Health camps to ensure good health and prevent Registered Children (RC) deaths.
- Facilitate and document the integration of MVC in the Area program and integrate into the TP programming.
- Support District wide selected activities outside of the Area program in the district of operation
- Support the collection and documentation of impact and success stories.
Community engagement and advocacy
- Innovatively and technically support Health TP Staff to ensure communities including Registered Children’s (RC) households to participate and benefit from the health program development
- Compile High level technical reports and position papers for sharing with relevant stakeholders at district, Regional and National level.
- Technically and Creatively Engage Faith leaders in implementation of health activities and track cases addressed
- Technical support Health TP staff in the rollout of health programs in the Household cluster and facilitate participation in the management of various community health and nutrition intervention
- Build the capacity of children, families and community to collectively engage local leaders on identified issues.
- Follow-up on commitments by local leaders on improvement of the health environment and general wellbeing of children.
- Mobilize communities to participate in the relevant child health days and celebrations such as the world breast feeding week.
- Participate/represent world Vision Uganda in the health sector review meetings both at facility and sub county level
- Support implementation of National campaigns “It Takes a World” to address the health issues.
Monitoring and evaluation
- Technical Analysis of Health TP progress and follow up management of RCs with health challenges
- Technically spearhead TP Joint Monitoring and Compile monitoring reports for management action and participate in updating of the databases of the different health models
- Work with Program Manager and DF to identify, train partners on health related matters.
- Support technical backstopping to Health TP staff and health facility teams in the review and analysis of their data for impact and relevant feedback to the community teams
- Support quarterly reflection meetings with Health TP staff, partners, Community Health workers and follow-up on agreed actions.
- Build the capacity of Health TP staff, Health Facility Teams and Community Health workers to ensure quality implementation and reporting of Health TP Models.
Child Protection and Wellbeing
- Support capacity building of Health TP staff and community Child Protection in management of child abuse cases and report any incidents in line with child protection policy and guidelines.
- Technically support capacity building of children including RCs, guardians/parents and other stakeholders about children’s rights and responsibilities especially in relation Health, Nutrition and WASH.
- Strengthen partnership with Health Facility teams and Police in the management of Health related child abuse case i.e. defilement.
Qualifications, Skills and Experience:
- The ideal applicant for the World Vision International Technical Programme Officer – Health and Nutrition job must hold a Bachelor’s degree in clinical medicine, public health, nursing, nutrition community health and related fields.
- A Master’s Degree in Public Health is an added advantage
- At least five years’ experience in providing technical support in Health programs or projects implementation
- Minimum of 3 years’ experience in community health and engagement with programming sectors (health and WASH)
- High level of understanding the health programming
- Excellent organizational skills and ability to work with diverse teams across the organization
- Excellent skills required in program design, reporting, documentation, monitoring and evaluation
- Experience in working communities with good knowledge of public health system and structures
- Must be creative individual with strong sense of vision, commitment and priorities
- A mature and committed Christian, able to stand above denominational diversities
- Must have strong organizational skills and an ability to work with diverse teams across considerable distances Excellent communication skills (written and oral) and strong interpersonal skills
