Job Summary: The Research Ethics Committee Administrator (REC) will ensure the efficient and effective functioning of the Hospital’s Research Ethics Committee (REC) by coordinating the administrative activities.
Key Duties and Responsibilities:
Coordination function
- Ensure the efficient and effective functioning of the REC committee by coordinating the administrative activities.
- Initiate and prepare agendas, distribution of committee papers, recording and preparing accurate meeting minutes.
- Coordinate continuing REC review of the study protocols and materials to ensure on-going REC approval of the study(ies).
- Execution of all decisions of the committee, preparing reports and briefings for the Chair, and Head of Research Services as required.
- Assist the ongoing development of ethics policies and processes and participating in training activities.
- Review study protocols, consent documents, REC documents and any other study related documentation to ensure that they are in compliance with standard REC requirements.
Administration function
- Establish and maintain effective communication with researchers and REC members both orally and in writing.
- Preview submitted applications for ethical approval to ensure applications are complete and allocating them to lead reviewers according to research expertise and ethical review experience.
- Responsible for processing, preparing and sending general correspondence to researchers regarding the decisions of the REC including approvals, conditional approvals and other correspondence related to research protocols and modifications, adhering to set deadlines.
- Flag significantly high risk cases to the Chair for discussion prior to allocation to a reviewer.
- Organize and facilitate adhoc meetings or ethical reviews outside of scheduled REC meetings.
- Record and file correspondence from external bodies relating to the ethical approval of projects, including UNSCT and Research Ethics Committee.
- Send copies of correspondence where required to principal investigators, Chair of REC etc.
- Respond to general queries and provide accurate and timely advice in relation to complex matters about research ethics applications and the Hospital procedures.
- Track open queries and requests for approvals. Request additional documentation as required and follow up outstanding items where amendments are requested by REC.
- Provide regulatory and administrative support to the local REC at CURE Uganda.
- Assist with creation and maintenance of REC files at the study site(s)
- Interpret regulations, policies, procedures and ethical principles in research compliance in aspects of protocol reviews and records management.
- Organize a large volume of information and manage it in an accurate and efficient manner.
Occupation Health and Safety
- All staff are expected to work in such a way that does not cause injury to themselves, other staff members or customers.
- Follow and comply with H&S policies, processes and apply them to their own work activities, including using/wearing Personal Protective Equipment as required.
- Participate in activities directed at preventing harm and promoting well-being in the workplace.
- Identify, report and self-manage hazards where appropriate.
- Early and accurate reporting of incidents at work and raising issues of concern when identified.
Spiritual Ministry
- Participate in the hospital’s Spiritual Ministry programs.
Other duties
- Other official related duties that may be assigned by Supervisor.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Bioethics, Social Work, Administration, or other similar degree program from a recognized institution. Diploma level with relevant administrative work experience will be considered.
- Certificate in good clinical practice, record keeping, or document management is an added advantage.
- One to three years of minimum work experience in administration/administrative position(s).
- Experience with research and research methodologies.
- Knowledge of national and international laws and policies governing the protection of human subjects in research.
- Computer knowledge.
- Work independently with minimal supervision even in stressful situations.
- Maintain strict standards of confidentiality in dealing with protected information.
- High level moral and professional integrity.
- Skills in delivering high quality oral and written presentations.
- Proactively delivers output in a timely manner.
- Strong interpersonal relationship skills.
- Attention to detail.
