About US:
National Council for Higher Education (NCHE) was established as the regulator of higher education to implement the Universities and Other Tertiary Institutions Act of Parliament (UOTIA, 2001). By the provisions of the Act, NCHE is mandated to guide the establishment of institutions of higher learning as well as ensure delivery of quality and relevant education to all qualified persons.
NCHE has strived to achieve its mandate to ensure that relevant and sustainable quality higher education is provided at all Higher Educational Institutions in Uganda. Through strategic intervention areas NCHE is strategically positioned as it pursues its mandate through mandatory functions.
Key Duties and Responsibilities:
- Coordinates all activities within the Human Resource and Administration Department;
- Engages in preparation of budgets for the Human Resource and Administration Department;
- Presents reports for management discussion and action as may be neces¬sary;
- Overseas the planning and forecasting of the human resource needs;
- Engages in the process of recruitment, selection, retention and exit of staff at the NCHE;
- Provides professional support and advice to line managers in implementing performance management protocols;
- Engages in the development of the Human Resource and Procedures Manual and other relevant policy documents;
- Develop and implement an appraisal and evaluation system for all categories of staff in line with established performance management standards at agreed intervals e.g. quarterly or annually;
- Carries out any other duties that may be assigned from time to time by the superiors.

- Staff career development plans;
- Exit interview reports;
- Policy review proposals;
- Records Retention Schedule.
Qualifications, Skills and Experience:
- Holds a Masters’ degree in Business Administration, Human Resource, Management or a related field from a recognized institution;
- Must have a Post Graduate Diploma in Human Resource Management;
- Must be a member of the Human Resource Management profession;
- Must have a minimum of 5 years’ experience at senior level in human resource and administration in a reputable organization;
- Must be ICT literate;
- Must have good communication and interpersonal skills;
- Knowledge of higher education institutions is desirable;
- Good knowledge of performance appraisals.
