Job Summary: Under the overall authority of the Assistant Director-General for Education, overall guidance from the Regional Director for UNESCO Regional Office for Eastern Africa, and the direct supervision of the Senior Project Officer (HIV and Health Education, the incumbent will be responsible for the effective planning, implementation and monitoring of UNESCO’s work on HIV and Health Education. S/he will be responsible for overseeing UNESCO’s HIV and Health Education Portfolio specifically, the “Our Rights, Our Lives, Our Future” (O3) Programme.
Key Duties and Responsibilities:
- Coordinate the Program Our Rights, Our Lives, Our Future (03) where Uganda is a Program Acceleration country;
- Coordinate the UNAIDS funded UBRAF portfolio for UNESCO Uganda;
- Supervise three UNESCO staff members and negotiation of hosting arrangements with host UN agency;
- Support the region’s efforts to popularize the new International Technical Guidance on Sexuality Education at country level;
- Engage in joint programming and budgeting exercises with a wide range of partners in support of UNESCO’s program especially the work in the areas of comprehensive sexuality education, gender and school-related gender-based violence, supporting SRH responses in higher and tertiary institutions, young key affected populations young people with disability;
- Provide technical support to the Ministry of Education and national partners on HIV and Health Education, including strategic advice of UNESCO’s programme contribution to the HIV and Health Education results of the national development plans and strategies;
- Identify funding opportunities and support the development of project/grant proposals including the development of results assessment frameworks (log frames) and budgets;
- Represent UNESCO in appropriate coordination forums, such as the UN Joint Teams on HIV and AIDS, inter-agency meetings and thematic meetings;
- Liaise with UNESCO structures, including the Section on Health and Education at UNESCO Headquarters and colleagues in the Regional Office for Southern Africa, and sub-region working on HIV and AIDS, in particular the Regional HIV and AIDS team for East Africa;
- Monitoring, evaluation and reporting on UNESCO’s work on HIV and Health
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations Educational, Scientific and Cultural Organization (UNESCO) National Project Officer (Education) job placement must hold an advanced university degree (Masters or equivalent) in education, public health, social sciences or related fields.
- At least four years of relevant work experience, in areas related to sexual and reproductive health and education;
- Experience in HIV, sexuality education, gender and gender-based violence;
- Experience in programme development and management, technical support, resource mobilization and programme and evaluation monitoring.
- Knowledge of curriculum development or teacher training in the field of comprehensive sexuality education or health education
- Familiarity with UNAIDS and inter-agency structures at country level, such as Joint UN Teams on AIDS;
- Ability to manage, supervise, and to maintain effective working relationships in a multicultural environment.
- Languages: Excellent knowledge of English (oral and written) and very good knowledge of Buganda.

Desirable Qualifications
- A PhD in education or other related social sciences fields.
- Other degrees or short to medium-term training in disciplines relevant to the post.
- Experience in the field of international relations and diplomacy, multilateral cooperation and development.
- Experience working in an agile environment.
- Strong global professional network.
- Knowledge of digital learning platforms and proven digital communication skills.
- Languages: Knowledge of other official UNESCO languages (Arabic, Chinese, French, Russian or Spanish).
