Job Summary: The Senior Grants and Partnership Officer (ECHO) acts as the formal coordination point between IRC departments, including programs, operations, finance, and global headquarters. Directly supervised by the Grants Manager and working closely with the partnership coordinator, the position supports donor compliance, reporting, conducting project cycle meetings, project documents filing, grant and sub-grant monitoring and modifications of IRC Uganda’s ECHO projects.
Key Duties and Responsibilities:
Grants Management & reporting (50%)
- Stay up to date on IRC ECHO programs in Uganda through a thorough review of specific program materials, general country context materials and by regular communication with key staff.
- Stay up to date with ECHO compliance guidelines and disseminate to relevant colleagues in the country programme.
- Support internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements, with support from the program managers/coordinators and M&E Coordinator.
- Acquire and disseminate updated information regarding donor formats (proposals and reports) and other donor related information.
- Ensure that draft reports are disseminated for review and feedback by senior management team, relevant technical unit(s), and HQ staff prior to submitting the final report to HQ.
- Support HQ grants administration and compliance colleagues, including maintaining submissions and grants documentation on IRC’s online opportunity management tracking system (OTIS).
Partnership Management (40%)
- Support the implementation of the Partnership Excellence for Equality and Results (PEERS) system across all areas of sub-award management including the pre-award assessment, partner budget review, contracting tool selection; prepare sub-award agreement packages aligned with specific donor requirements, and facilitate sub-award review through Opportunity Tracking and Implementation System(OTIS) for all partners under the ECHO projects.
- Lead partner Sub-Grants Opening Meetings to ensure sub-grants agreement terms and conditions are well understood by the sub-grantees; arrange for the initial financial reporting training to the sub-grantees where necessary.
- Work closely with the partnership coordinator to prepare and update the partnership tracker
- Support partner monitoring schedule per Partners Project Capacity Review results and ensure programmatic and compliance monitoring visits happen in coordination with the partnership coordinator and responsible technical coordinators.
- Support in capacity sharing of partners in identified areas as per the partner support plans.
- Facilitate timely and accurate submission of partner financial reports and fund requests in accordance with PEERS requirements, and coordinate review of financial and programmatic reports with relevant IRC staff.
- Work closely with the partnerships coordinator to ensure the timely scheduling and carrying out of sub-award close-out activities in close coordination with IRC internal relevant program staff per PEERS guidelines.
- Maintain accurate and up to date records for all sub-awards in line with PEERS and IRC Finance policy requirements.
Business Development (10%)
- With the support of the Grants Manager, coordinate the development of quality proposals with relevant teams
- Be involved in program design workshops as requested by Grants Coordinator for new ECHO business development opportunities with relevant program and field staff.
- Help to manage responses to ECHO business development opportunities, including coordination of inputs from Coordinators and the review process by HQ.
- Assist Grants Coordinator/Manager in donor liaison and communication as requested.
Qualifications, Skills and Experience:
- The ideal applicant for the Senior Grants and Partnership Officer (ECHO) Job must hold a Bachelor’s degree in Organizational Management, Social Sciences, and/or other relevant fields
- Two to three years of work experience in humanitarian/development programming entailing community-based activities, sub-grant management and/or local stakeholder engagement.
- Experience working in a similar role with NGO is highly regarded.
- Exceptional coordination and interpersonal skills
- Ability to develop and maintain effective working relationships with relevant stakeholders.
- Demonstrable experience working effectively with multi-functional (e.g., Program, operational, finance) teams.
- Excellent written and oral communication skills.
- Fluent in both spoken and written English
- Knowledge of ECHO donor rules and regulations
- Willingness to travel frequently to IRC and partners’ field offices
- Strong computer skills with proficiency in Microsoft Word and Microsoft Excel; experience using, or at least a familiarity with, accounting software and budgeting/budget management is a plus.
