About USAID Project:

Cardno is implementing the five-year (2021-2026) USAID-funded Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity. The goal of the Activity is for key national level Ministries, Departments and Agencies (MDAs) and industry apex organizations (IAOs) that are vital to driving inclusive agriculture-led economic growth to fulfill their mandate, leading to pathways to prosperity, improved resilience, and better nutrition for the people of Uganda. The purpose of the Activity is to improve the performance and structures of MDAs and IAOs. This purpose will be achieved through the following four objectives: (1) Improve the internal processes of selected MDAs and IAOs, making them more responsive to the needs of their consumers, members, and the general public; (2) Improve the policy framework that supports the functionality of selected MDAs and IAOs; (3) Strengthen key capacity elements of select MDAs and IAOs to perform their mandates; and (4) Strengthen the structures” or key vertical and horizontal linkages within, between and among institutions so that they work together more effectively to achieve their goals.

 

Key Duties and Responsibilities: 

The CLA training coordinator will implement the leaming plan for the Activity with a focus on staff, partners and co-implementing partners. To deliver the role. S/he will;

  • Coordinate with section heads to design and execute training activities focused on CLA principles. These will target staff, IAO and MDA
  • Support teams to innovatively adapt IT solutions for the Activity’s CLA agenda.
  • Work with the MEL manager and Communications Manager to share implementation and evaluation learning processes with a wider network of stakeholders
  • Design and implement IT enabled after action feedback from participants and users of Activity disseminated information
  • Process feedback received and in consultation with thematic leads (task owner) identify learnings, intervention gaps and opportunities
  • Support the teams implementing the learning agenda to design IT enabled data collection tools support analysis and IT supported dissemination processes as applicable.
  • Manage hosting of (and as applicable attend other donor/GoU) technical delivery events and learning sessions.
  • Work with the communications manager to showcase CLA and IT use options in line with the commutations plans and strategy
  • Schedule and coordinate Staff/Ministry Department Agencies/Industry Association Organizations’ trainings in Monitoring Evaluation & learning (MEL), and in collaboration Learning Adapting (CLA)
  • Work with and mentor Ministry Department Agencies (MDAs) and Industry Association Organizations (IAOs) leadership and staff on the Activity approaches and platforms for CLA.
  • Design GIS mapping of Activity location data in line with USAID reporting and data submission format requirements

Deliverables:

  • Updated Staff, Ministry Departmental Agencies (Mdas) And Institutional Association Organization (Iaos) Training Schedule And Respective Training Reports
  • Map Of Activity GIS Location Data To Support Mandatory Reporting
  • Quarterly CLA Reports

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in a relevant field
  • Three to six years of experience in implementing a multi mix role that include combinations of IT, GIS, communications, knowledge management, and managing outreach activities. behavioral change delivery of trainings
  • At least two years’ experience in managing CLA or knowledge management for a multi-sectoral organization.
  • Must be a Ugandan citizen.
  • Strong influencing and coaching skills.
  • Ability to work independently and within matrixed project and program teams.
  • Excellent technical writing, communication, oral and visual presentation skills highly desired.
