The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere College of Health Sciences).
Job Summary: The Senior Human Resource Officer is responsible for providing effective and efficient human resources management support to the USAID-JCRC-LPHS Lango & Kigezi projects to ensure the smooth running of human resource activities aimed at providing good working environment to the JCRC staff.
Key Duties and Responsibilities:
- Identify and rationalize career and training opportunities/needs for JCRC staff.
- Ensure contracts and personnel records of staff are done and up to date.
- Leave administration.
- Guide payroll management in liaison with the Finance department
- Provide guidance on HR issues and employment matters in line with Uganda labour Laws and JCRC Terms and Conditions of service manual.
- Draft progress reports and follow up on the implementation of human resource work plans;
- Handle employee disciplinary issues and manage conflict.
- Ensure Counselling of staff on job related/personnel needs and problems to enable them improve their performance.
- Follow up on the implementation of performance management systems to ensure that each employee job performance is continuously monitored and measured against realistic targets.
- Liaise with relevant ministries on matters relating to staff work permits and privileges, and issuance of resident permits to staff.
- Implement the JCRC staff induction policy and program.
- Facilitate the development of the oversight technical skills data gap and establish development of programs to address the skills gap.
- Carryout any other official duty assigned by management from time to time.
Qualifications, Skills and Experience:
- The applicant must hold a bachelor degree in human resource management, industrial psychology and a post graduate diploma in Human Resource management.
- Seven years progressive experience practicing human resource from reputable entitles specifically those implementing USG funded projects.
- Ability to work with people from different backgrounds.
- Must have excellent oral and written communication skills.
- Must have good interpersonal and team skills.
- Must be professional with high confidentiality skills.
