About US:

The AIDS Support Organization (TASO Uganda), was founded to contribute to a process of preventing HIV infection, restoring hope and improving the quality of life of persons, families and communities affected by HIV infection and disease. TASO was given a 5-year Transition Award by USAID (Cooperative Agreement: #72061720CA00014) effective August 12, 2020 ending August 11, 2025, to implement the USAID Local Partner Health Services-Ankole Project

(USAID LPS-Ankole) in the 12 districts of Ankole sub-region, South Western Uganda.

 

About USAID Project:

USAID expanded the TASO-Ankole implementing mechanism to the 8 districts in Acholi sub-region effective October 1, 2021, starting with Pader district effective July 1, 2021. The Ankole and Acholi sub-regions of South Western and Northern Uganda, respectively consist of 20 USAID-supported districts including: – Buhweju, Bushenyi, Ibanda, Isingiro, Kazo, Kiruhura, Mbarara, Mitooma, Ntungamo, Rubirizi, Rwampara and Sheema in Ankole Sub-Region; Agago, Amuru, Gulu, Kitgum, Lamwo, Nwoya, Omoro and Pader in Acholi sub-region; as well as their Cities and Municipalities.

 

Job Summary: The DREAMS Project Technical Officer will be responsible for the technical and budgetary oversight of DREAMS activities. She/ he will ensure timely planning, implementation (through partners), and monitoring and evaluation of activities, as well as provide technical / strategic guidance and monitor budget expenditures and reporting.

  • Capacity of potential local implementing partners for project activities assessed
  • Overall financial and administrative management for the projects provided
  • Donor project narrative reports and quarterly performance data prepared and submitted
  • Short success stories and briefs on innovation/best practices and project learning including failures prepared and shared
  • Strategic partnerships with respective line ministries/officials and other organizations working in the sector built

 

Key Duties and Responsibilities:

  • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
  • Use appropriate project management tools to plan, review and implementation as well as on the utilization of processes to overcome implementation obstacles.
  • Identify technical assistance needs and take the lead in developing SOWs and follow up with potential TA from TASO, as appropriate.
  • Keep abreast of latest technical developments in DREAMS/PEPFAR Programming (collaborates with regional/HQ technical advisors, learns new PQ tools, networks with outside technical experts, etc.).
  • Maintain up to date documentation related to project approval, monitoring and implementation.
  • Model and reinforce in liaison with a commitment to quality programming and meets technical quality standards, aligned with the TASO Health Strategy.
  • Align project implementation in accordance with TASO programming principles and TASO core values and engage respective TASO staff for support as needed.
  • Engage partners at all stages of the project cycle for their insight on the appropriateness of program approaches and interventions.
  • In coordination with the TASO technical team, identify and assess the capacity of potential local implementing partners for project activities.
  • Build partner capacity through training, accompaniment, regular monitoring, and mentoring.
  • Provide overall financial and administrative management for the projects.
  • Compile an up-to-date TASO knowledge and donor compliance issues and where applicable seek support and guidance.
  • Prepare annual DREAMS budgets as requested by the donor.
  • Complete necessary budget templates and forecasts as required by TASO.
  • Support partners in the development and management of budgets in line with their DREAMS scope of work.
  • In collaboration with the finance teams, review and analyze monthly budget comparison reports and take discuss the same with your immediate supervisor for any necessary steps to ensure proper management and utilization of budgets.
  • In coordination with the TASO M&E Manager develop and implement strong MEAL Monitoring Evaluation and Learning systems, using PEPFAR tools and resources to maximize project impact on project beneficiaries.
  • Set up a strong project learning agenda, and champion learning with project staff and

partner teams.

  • Prepare and submit required donor project narrative reports, quarterly performance data, as well as other reports needed/required by the local government, donors, the region or headquarters.
  • Use collaborative and structured evaluation processes to review data, reach agreement about findings, and apply learning and recommendations.
  • Regularly update key stakeholders on progress and challenges.
  • Prepare short success stories and briefs on innovation/best practices and project learning including failures.
  • Take charge of the project documentation and ensure the same is well organized and easy
  • Coordinate with respective line ministries/officials and other organizations working in the sector to build strategic partnerships; conduct periodic visits to government offices as needed.
  • Attend all relevant and scheduled TASO and program meetings and effectively participate
  • Set performance targets for your supervisees and appraise them as per policy.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in Social Work & Social Administration, Public Health OR International Development. Experience of working with TASO will be an added advantage.
  • Three to seven years of experience in programs targeting orphans and vulnerable children and/or adolescent girls.
  • Experience with parenting/care giver programs, socioeconomic approaches and/or cash grants strongly preferred.
  • Previous PEPFAR project experience is highly valued.
  • Excellent budget and project cycle management skills; administrative and financial skills, including the ability to prepare and analyze work plans and budgets.
  • Experience with institutional strengthening and partnership building will be very essential.
  • Proficiency in Microsoft Office Applications, including Word, Excel, PowerPoint and Outlook; experience with DATIM and/or a statistical software a plus.
