Job Summary:
The MEAL Officer will oversee the Monitoring, Evaluation, Accountability, and Learning (MEAL) activities for the Kulea Watoto project in Kampala. The role includes enhancing monitoring capabilities, conducting evaluations, fostering accountability, and facilitating learning, aligned with IRC’s Strategy100 and strategic action plans.
Key Responsibilities:
- Implement and support MEAL activities, ensuring quality data collection, analysis, and reporting.
- Foster learning and represent IRC in technical meetings and partnerships.
- Run the MEAL system for Kulea Watoto project, ensuring compliance with IRC and donor standards.
- Collaborate in designing and implementing M&E/MEAL plans, tools, and processes.
- Analyze monitoring data for program adaptation and produce quality reports.
- Manage surveys, evaluations, and use of mobile data technology for efficient data management.
- Implement accountability mechanisms and document client feedback.
- Conduct capacity building and provide mentorship on client responsiveness and accountability.
- Document and share data trends, best practices, and lessons learned.
Qualifications, Skills, and Experience:
- University degree in a relevant field (statistics, social science, public health, development economics, etc.).
- Minimum of three years’ experience in MEAL-related functions.
- Proficiency in MS Office, mobile data collection tools, and data analysis software.
- Demonstrated skills in MEAL processes, data analysis, and logical frameworks.
- Experience in quantitative data collection, data entry, and primary data analysis.
- Excellent analytical, problem-solving, training, and mentoring skills.
- Strong organizational and planning abilities, including multi-tasking and prioritization.
- Experience in building Client Feedback Systems and working with local partner organizations.
- Fluency in English (written and spoken) and proficiency in local languages is advantageous.
