Makerere University Business School History
The College of Business and Management Sciences (COBAMS) is one of the 8 Colleges of Makerere University, it was formed as a merger between the Faculty of Economics and Management (FEMA) and the Institute of Statistics and Applied Economics (ISAE). The merger followed the University Council’s recommendation of 2008 that required all Faculties and Institutes to explore and implement college formation, as part of the strategies to improve efficiency and effectiveness of the overall organisation and management of Makerere University.
Faculty of Economics and Management (FEMA)
The Faculty of Economics and Management (FEMA) grew out of the Makerere University Institute of Economics (MUIE) which evolved out of the Department of Economics, formerly in the Faculty of Social Sciences until the academic year 1999/2000. MUIE was elevated to a faculty status in October 2004. The faculty was mandated to teach Economics, Business and Management courses in Makerere University as well as carrying out research
The Faculty of Economics and Management was comprised of five departments:
- Department of Economic Theory and Analysis,
- Department of Development Economics,
- Department of Economic Policy and Planning,
- Department of Finance and Accounting and,
- Department of Marketing and Management.
Institute of Statistics and Applied Economics (ISAE)
The Institute of Statistics and Applied Economics was, established in July 1969 as an autonomous Institute, within the legal framework of Makerere University. It was to provide facilities for high level professional training for personnel in Statistics and Applied Economics so as to meet the urgent needs of Uganda and other East African countries, as well as other English-speaking African countries.
The professional Statistics programme is unique in that it takes advantages of the synergies existing between Mathematics, required for modeling, Economics for theories and Statistics for data collection, processing, analysis and dissemination.
The ISAE grew both in scope and depth of its programmes and services since it was founded four decades ago. In order to consolidate its past successes in training statisticians at professional level and to adequately develop the post-graduate and specialized programmes, the University Council approved three departments for the ISAE, namely:
- Department of Statistical Methods
- Department of Planning and Applied Statistics
- Department of Population Studies
Rationale for the Merger
The rationale for the merger between FEMA and ISAE was mainly demonstrated in the commonalities and inter-linkages shared across their study disciplines and academic offerings. For a long time FEMA has been facilitating a good number of course units in the ISAE programmes of Bachelor of Statistics, BSC Quantitative Economics and Bachelor of Science in Business Statistics. Likewise, FEMA has a number of Quantitative and Statistical based courses in her programmes, where ISAE has good competence. FEMA and ISAE share critical elements in their vision and mission focus. The individual disciplinary areas of Economics, Statistics and Population Studies, for example, essentially serve the development policy arena, and greatly support the efficient and effective functionality of Business and Management of organizations, across the spectrum of public, private and non-governmental/civil society sectors.

Makerere University Business School College Committee
Academic Board
The responsibilities/roles of the Academic Board are as below;
- Shall direct and regulate the instruction and teaching within a College and shall comply with the regulations of Makerere University in the examination of candidates for degrees and other awards.
- (2) Shall under the authority of the University Senate: (a) Conduct examinations for the award of diplomas, certificates and other awards of the College;
(b) Process and approve examination results;
(c) Make recommendations for award of degrees, diplomas, certificates and any other awards.
(d) Make Regulations governing the admission of persons to courses of study at the College that are preparatory for examinations for a degree, diploma, certificate or other award of Makerere University; - Shall promote research and require reports from time to time on such research;
- Shall make recommendations to the University Senate on all regulations made subsequent to these regulations and on all rules and proposed changes in either the regulations or the rules of the College;
- Shall make recommendations to the Senate on the establishment, organisation and functions of Faculties, Departments, Centres, Institutes or any Units of the College;
- Shall establish committees of the Academic Board for the better functioning of the College; and
- Shall hold powers conferred upon it by this Statute, and any additional powers as may be conferred by the University Council.
Establishment and Appointments Committee
The Establishment and Appointments Committee is responsible for the functions delegated to it by the University’s Appointments Board.
Senate Committes
From the members of the Academic Board, there are two College representatives to the Senate Committees
Sub Contracts committee
The College contracts committee is a Subcommittee of the University’s Contracts Committee. The subcommittee:
- Is guided by University guidelines on Procurement and Disposal as well as any law and regulations governing Procurement and Disposal.
- Has the authority to handle procurements whose value does not exceed U$20,000 and all disposals of College Assets not exceeding US$5,000 and in accordance with the Law. Other procurements and disposals shall be handled by the University Contracts Committee.
Administrative Board
The College Administrative Board is responsible for overall administration of the College.
It is responsible for establishing committees responsible for:
a) Finance
b) Planning, Estates and Security
c) Students Welfare
d) Other matters as may be determined from time to time.

- Three representatives from each School
- Bursar/ Team Leader as Secretary to the Committee

The College of Business and Management Sciences (COBAMS) Library, formed as a result of an operational merger between the former Faculty of Economics and Management (FEMA) and the Institute of Statistics and Applied Economics (ISAE), the college has two library sections; One on block B, Ground floor (School of Business) and the other at the School of Statistics and Applied Economics (SSAE).
The College library has a sitting capacity of over 90 which it offers to students on top of the vast reading space provided by the university main library and other university branch libraries.
Library Collection.
COBAMS library collection consists of print books and periodicals in economics, statistics, business management and population studies. It also consists of the book bank collection, in addition to the wide array of books in the main library and other branch libraries. It has students’ theses and dissertationas and research papers. It also has publications donated by the various projects such as African Capacity Building Foundation, African Economic Research Centre, the Joint Japan and World Bank projects. Government publications especially from the Ministries of Finance, Planning and Economic Development, Education and Sports and Uganda Bureau of Statistics are also part of the collection. The above collection is beefed up by the broad variety of electronic resources that are provided by the University Library and can be accessed online at (http://mulib.mak.ac.ug) while on campus. Through the Document Delivery Service also provided by the University Library, users who fail to get full-text articles from the available databases, can make requests for the articles at no cost (Library has paid for it)
