Job Summary:  The Assessment and Design Coordinator will provide overall leadership, support and management of WV Uganda Area Assessment and Design Programmes within Abim and Karenga districts (Karamoja region) in line with WV policies, standards and strategy. Ensure accurate and timely responses in the principle areas of programme assessment and designing, accounting, human resource management, logistics and communication.

Key Duties and Responsibilities: 

Project planning, implementation and management:

Leadership and Management:

  • Lead and support Area assessment teams and partners to develop, implement, monitor and report program assessment plans and activities.
  • Provide guidance on integration of advocacy and disaster/ risk management in field level programmes assessment and designs in line with WV strategy.
  • Dissemination and support implementation of Partnership and National Office strategies, guidelines, initiatives and policies in the district.
  • Steer the implementation of management decisions/recommendations in the assessment programs within the districts.
  • Develop human resource development plan, and manage staff development/ growth in order to build a cadre of high performing staff among his/her team.

Networking and Advocacy

  • Build strategic partnerships, networks, coalitions and alliances at the district level and link it with national level strategic engagements.
  • Spearhead, coordinate and promote district level advocacy, lobbying and influencing initiatives.
  • Document lessons and learning’s from the district programmes and projects and link with national level advocacy initiatives
  • Document lessons and learning’s from advocacy engagements
  • Support partnership development at local and national level.

Accountability and Quality Assurance

  • In close collaboration with sector specialists, ensure quality program designs while following partnership standards, policies and protocols, including all relevant sections of the Field Financial Manual.
  • In close collaboration with HR, ensure right programme staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development. Ensure that the programme staff based in remote locations receive care and support.
  • Ensure adequate quality assurance processes while positioning programmes to meet defined programme quality standards.
  • Ensure effective participation of project staff, partners and target communities/beneficiaries in program assessment and design approaches; coordinate implementation of LEAP assessment and DPA processes according to WV LEAP framework.

Child Protection and Wellbeing

  • In close collaboration with the Child Protection Lead, ensure that all staff and key stakeholders are oriented on the Child Protection strategic objective, CP standards and policy
  • Ensure that all child and adult safe guarding and protection compliance standards and guidelines are fully met during the program assessment and design phase.
  • Work with the District Leadership, child actors and other key stakeholders to ensure that CP ADAPT is conducted to inform child protection programing in the new Program Areas.
  • Innovatively and creatively initiate multiple child protection projects geared at promoting enhanced protection of girls and boys

Child Sponsorship Operations

  • Effectively ensure sponsorship feasibility study is conducted to inform the new program assessment and designs.
  • Effectively roll out of local and global Child Sponsorship initiatives and systems using the existing guidelines.
  • Ensure local leadership, parents and guardians understand child sponsorship and effectively support and participate in its activities and processes.
  • Support new programs to register RC and supply them as per the set deadlines and standards.
  • Manage sponsorship logistics and risks that may affect establishment of an effective child sponsorship systems in the new programs.
  • Streamline and ensure quality and timely Child Sponsorship related Communications from the Cluster to National Office, district stakeholders and Support Offices.

Information Management

  • Ensure necessary tracking, compilation, analysis and innovative use of programmatic data.
  • Ensure timely compilation of monthly, quarterly and annual Programmatic Reports.
  • Support Communications in preparation of marketing and informational material for WV and external donor stakeholders,

Gender, Disability, Peace Building and Environment

  • In close collaboration with Sector Specialists, ensure mainstreaming of crosscutting themes during designing of new programmes while following policies, technical guidelines and standards
  • Ensure development of mechanisms/strategies for gender, peace building and environment mainstreaming in new programme designs.
  • In close collaboration with HR and the Gender Office put in place mechanisms that ensure equitable opportunities for male and female staff, intentional mentoring and coaching of female staff for development and promote a gender responsive environment in the Cluster
  • Ensure research and documentation on promising practices on gender, peace building and environment to generate evidence to inform programming and learning.
  • Ensure integration of gender, peace building and environment issues in district advocacy engagements while providing linkage to national level strategic engagements.

Qualifications, Skills and Experience: 

  • The applicant for the World Vision Assessment and Design Coordinator job placement should preferably hold a University degree in any of the development discipline
  • At least three to four years working in assessment design and research monitoring and evaluation and reporting in a complex development program.
  • Post graduate diploma in project planning and management is an added advantage.
  • Good knowledge and working experience of Karamoja context, a minimum of 3 years’ experience of directly implementing education programming with good knowledge of current education challenges, policy guidelines among others.
  • Should be a problem solver with high level of creativity and sensitivity to conflict
  • Knowledge of and experience with a range of design tools and assessment techniques, including ability to develop effective system for data collection, analysis and dissemination.
  • Good command of Ms Excel, and working knowledge of at least two statistical data management packages/software (quantitative and qualitative) eg SPSS, Nivio/Nudist.
  • Must be able to work in a team and be prepared to lead and train subordinates
  • Ability to work with inter-disciplinary teams and a wide range of program/project activities
  • Certificate in post graduate project planning and management, valid ridding permit.
  • Effective in written and verbal communication in English and spoken Ngakaramojong language.
  • Valid riding permit
  • Strong demonstrable skills on child protection issues and the national policies.
  • Strong understanding of the child and adult safeguarding case management and reporting
  • Good level of conflict sensitivity and mediation skills.
  • Basic understanding of Qualitative and Quantitative data collection skills and analysis
  • Community mobilization and engagement skills
  • High level of reporting and documentation skills
  • Problem solving and decision making skills.
  • Ability to work in hard to reach context
  • Flexibility with ability to set priorities
  • Team work
