Our programming focuses on three core areas: youth sexual and reproductive health and rights, youth civic participation and youth employment and livelihoods.
Job Summary: The Assistant People and Performance Coordinator (maternity cover) will be required to work with the Head of Restless Development Uganda, Hub Director and Programme Managers to carry out a range of people and performance duties including oversight to administration processes for staff recruitment and selection, staff welfare management, performance management, general people administration and office support as well as policy implementation and reviews.
Key Duties and Responsibilities:
Management of Recruitment and Selection (20%)
- Supported by the respective recruiting managers and working with the People and Performance Intern.
- Lead in the development, design and review of Job Descriptions and adverts for publicity in liaison with respective recruiting managers
- Support Performance managers in organizing for interviews of the shortlisted applicants including arranging the interview date, panel, rooms and interview programme
- Oversee the new starter process by ensuring that pre-employment checks are completed for preferred candidates in a timely manner including setting up new starters and ensuring all details are accurately recorded, such as qualifications, reference checks etc.
- Lead on and effectively coordinate the induction and on boarding of new staff members as well as those promoted to new roles and communicate details of new employees to appropriate colleagues to ensure facilities and equipment are readily available upon commencement of employment Ensuring that staff members, volunteers and interns are contracted in line with the legal and Restless Development Uganda requirements.
- Drafting and issue of contracts to new staff members once fully signed off
Performance Management (25%)
- Oversee the smooth implementation of the Performance management cycle by working with all staff, especially line managers.
- Managing staff probation and induction processes
- Ensure the delivery of the organisational Capacity building plan including running any in house training especially during the Staff Quarterly workshops.
Staff Welfare Management (20%)
- Chairperson for the staff welfare committee (Smiley committee) and coordinator for the office committee
- Update and follow up on staff Medical Insurance and Group Personal Insurance (GPA) details and ensure that staffs are appropriately covered in line with the labour laws and that medical cards are promptly issued for both staff and dependents and that they are able to access services.
- Document and communicate any pay updates as may be approved, to relevant staff as well as where need arises, appropriately respond to queries from staff regarding pay and other contractual information.
- Liaise with Heads of Offices (Kampala, Jinja and Karamoja) for identification and address of people needs in the regions and to ensure that the all staff members are well supported.
- Promptly register and communicate to the insurance service provider and broker any occurrences such as staff accidents and or deaths of registered staff and dependent members and follow up relevant paperwork and claims for staff compensation.
General HR Administration and Office Support (20%)
- Oversee routine human resources administration, including leave and benefits management
- Update the finance unit for payroll purposes with information on joiners and leavers as and when changes take place in any case not later than 8th of every month.
- All staff have signed contracts and are filed accordingly and track contracts with project funding and provide feedback to staff a month before the end date or in line with contract time requirements.
- Manage the staff exit process by;
- Ensuring security and maintaining confidentiality within the Human Resource Team.
- Maintain communication flow between P&P Unit and the organisation by; Supporting the Head of Restless Development in ensuring timely dissemination and communication of relevant information to all staff and organisation wide knowledge sharing by managing calendar for general staff meetings and other general staff activities as well as liaise with the Head of Restless Development for verification of information necessary for communication to staff for synchronising of the staff activity calendar.
Policy implementation and reviews (5%)
- Keep abreast with employment legal requirements and educate management and staff on their implementation and implications.
- Regularly communicate, educate and update staff on Organisation’s policies, through memos, emails and staff meetings to ensure buy-in, uniform understanding and implementation of policies and procedure.
- Work in liaison with the Head of Restless Development Uganda, participate in staff discipline and grievance handling in order to address issues of non-compliance.
- Through induction and constant reminders ensure that all staff understand and are committed to compliance to policies and procedures.
- Ensure that HR policies are consistently applied for compliance, fairness and best practice
- Provide guidance to line managers and staff on employee relations to ensure fairness in the management of staff
- Ensure deliberate preservation, nurturing and growth of Restless Development’s culture by emphasising the organisation culture agenda in its recruitment and staff orientation processes as well as the organisation’s internal communication strategy in order to articulate what the organisation norms and values are.
Personnel Management (5%)
- Line and Performance Manage the P&P intern and the office cleaner (Kampala)
Other duties as required (5%)
- Deputizing for the Head of Restless Development on issues related to people
- Other duties as required. Occasionally working on weekends, late night in case of volunteer incidents and holidays for which time off in lieu can be taken
Qualifications, Skills and Experience:
- The Restless Development Assistant People and Performance Coordinator job should preferably hold a Degree in Human Resource Management (HRM) or industrial and Organisation Psychology or social sciences OR demonstrated experience with a local or international organisation/company. Post Graduate qualification in HRM
- Previous experience in an HR role and with HR management systems.
- Good general administration experience
- Working in a busy environment with tasks that require a short turn around.
Desirable
- Experience of managing a team and supporting line managers
- Ability to work with limited supervision, to make decisions and work on own initiative.
- Ability to demonstrate strong IT skills, including the use of in-house databases and the Microsoft office applications.
- Effective communication skills, in order to deal tactfully and sensitively with people at all levels.
- Excellent listening skills and Good organizational and interpersonal skills
- Ability to establish and maintain good working relationships with a wide range of people and ability to work as part of a team
- Ability to operate within tight deadlines and manage a number of work activities at any one time
- Re-prioritize work with minimum warning
- Flexibility and the ability to establish personal priorities
- Exercising good judgement and pays attention to details.
