The Private Sector Foundation Uganda (PSFU), Uganda’s apex body for the private sector, is collaborating with the MasterCard Foundation (MCF) to co-implement the Young Africa Works in Uganda – Enhancing Lead Firm Structure for Youth Employment Project. The Intervention’s ultimate goal is to create dignified and fulfilling work for young women and men and contribute to the effort to lifting Ugandans out of poverty.
The intervention focuses on creating, maintaining and sustaining growth in job markets through strengthening the capacity of actors to efficiently produce and sell their goods and services in expanded markets, developing new diversified financing mechanisms as well as growing the capacity of business leaders and their support service providers to manage and expand their enterprises.
Job Summary: Under the overall responsibility and technical supervision of the Investment Specialist/Trade & Allied services (IS/T&S). The Business Development Services Officer, Trade & Allied Services will provide required technical expertise and support to the IS/T&S in designing, coordinating and implementing strategies that support traders, producers, producer organizations, SMEs and Lead Firm(s) to increase business production, productivity and therefore, profitability and returns for all participating stakeholders in the Trade & Allied services value chain.
Key Duties and Responsibilities:
- Assist and support the IS/T&S in the implementation of work plan activities relating to the T&S sector, including liaison for purposes of coordination with players in the Lead Firm Structure (LFS);
- Be the first point of contact within the project on matters regarding the T&S sector LFS;
- Assist IS/T&S in the design and delivery of training and mentoring activities for stakeholders participating in the T&S sector LFS;
- Provide oversight and technical assistance to assigned LFs to to plan, achieve performance, and report results effectively;
- Support the IS/T&S with drafting the terms of reference and identification of potential consultants to undertake outsourced assignments relating to the T&S sector in accordance with the approved Annual Work Plan;
- Assist the IS/T&S in monitoring and supervision of the work of consultants and in preparing for and facilitating meetings relating to the sector and for the project committee;
- Identify policy/regulatory issues likely to affect project and sector operations and initiate proposals for solutions;
- Draft reports, concept notes and any other material on the sector for the attention of the IS/T&S.
- Support IS/T&S in maintaining contact with sector stakeholders and be responsible for keeping them adequately informed of developments;
- Carry out any other duties as the IS/T&S may assign;
Qualifications, Skills and Experience:
- The applicant must hold a bachelor’s degree in economics, marketing, business management/administration, development economics, project management, or related fields. Candidates in possession of a master’s degree will be at an advantage;
- At least three years’ working experience implementing projects in the T&S sector, including in a private sector setting;
- Proven analytical skills, including ability to interpret economic data;
- Overall knowledge of the economic and market environment in which the private sector is operating, including the wider East and Central African region;
- An appreciation of the workings of the T&S/economic/trade policies as well as a good understanding of private sector operations and concerns;
- A good understanding of private sector development issues and appreciation of the role the private sector can play in economic development;
- An appreciation/understanding of the extent and effects of youth unemployment; and of the social (especially gender and youth) dimensions of development;
- Good interpersonal skills with experience in networking with different stakeholders;
- Demonstrated written, analytical, presentation, reporting and computing skills and familiarity with modern communication systems (internet, World Wide Web, email etc.);
- Ability and readiness to work in a multicultural and multi-disciplinary environment;
- A good understanding of the creative industry and how to engage with Creatives
- Good command of the English language.
