Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, lnc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.
Job Summary: The incumbent will serve as the Deputy Executive Director for the Makerere University Walter Reed Project (MUWRP). The individual will serve under the immediate supervision of the MUWRP Executive Director (ED) and the Executive Management Committee (EM). The incumbent will assist the ED to oversee all administrative, managerial, research and program activities under MUWRP
Key Duties and Responsibilities:
- Oversees day to day management of all MUWRP programs, projects and offices
- Contribute to and inform on strategic program/entity planning and related funding and financial sustainability.
- Builds scientific capacity through lobbying and networking
- Develops grant proposals related to the project
- Assists in the evaluation of potential research expansion sites in Uganda.
- Keeps up-to-date about all current research studies at MUWRP.
- Ensures all research protocols are administered in accordance with GCP/ICH guidelines
- Ensures that all assigned projects/studies are managed within timelines to ensure completion on time, on budget and in the highest quality standards
- Provides mentoring, development and performance management to MUWRP staff
- Authors manuscripts, reports, and mentors staff in protocol development, writing abstracts and publications for conferences and/or scientific journals.
- Provides technical guidance to HIV care and treatment and prevention methods
- Reviews and advises on agreements, contract and legal issues as deemed necessary
- Advises on staffing and training needs
- Maintains a safe work environment with appropriate training of personnel.
- Works closely with the Executive Director, Chair, Executive Management committee and WRAIR Country Program Director
- Works closely with the Director of Finance and Administration in the development and management of project’s work plans and budgets.
- Attends study and departmental meetings as required.
- Executes other related duties as required to accomplish the objectives of the position.
Qualifications, Skills and Experience:
- The applicant must hold a first degree in medicine, biomedical sciences or laboratory sciences
- Master’s degree in Epidemiology, Public Health, Clinical Research, molecular biology or related field
- PhD in a related scientific discipline is an added advantage
- Highly organized, detail-oriented and self-motivated.
- Ability to handle multiple tasks simultaneously.
- Ability to work on own initiative.
- A strong team player, who is also a self-starter with a desire to take on new challenges
- Ability to professionally communicate in writing, verbally or other means deemed appropriate.
- Time management skills are a must; must be flexible and able to work outside of normal business hours including up to 20% travel to various locations around the country;
- Strong leadership and communication skills.
- Fluency in verbal and written English. Knowledge of a local language(s) is an advantage.
- Five years of research experience as a principal investigator or co-principal investigator of complex clinical and/or epidemiological studies.
- Evidence of Project Management
- Knowledgeable about the implementation of HIV care, treatment and prevention programs
- Experience working with international partners
- Experience working with MOH official and district leadership
- Evidence of having been awarded grants as PI.
- Good Clinical Practice (GCP) and Ethics training.
- Proficiency in Biostatistics
- Knowledge of International and Ugandan Regulatory Procedures.
- Strong proficiency in SPSS (or similar software), Qualtrics, Microsoft Word, Excel, and PowerPoint and general comfort with technology
