About US:

VVOB – Education for Development is a Belgian non-profit organization that focuses on improving the quality of education. VVOB has its head – quarters in Brussels (Belgium) and is currently implementing education programmers in 8 countries in the global South. As from May onwards VVOB will start implementing a new programme that focuses on improving the quality of the business, technical and vocational education and training (BTVET) sector in Uganda through strengthening the professional development of Uganda’s Agricultural TVET instructors via pre-service. This programme will be implemented in partnership with the Department of Teacher and instructor Education and Training (TIET); the Business, Technical, Vocational Education and Training (BTVET) Department of the Ministry of Education and Sports(MoES); and the National Instructors’ College Abilonino (NICA) in Lira.

Job Summary:  The Deputy Programme Manager is responsible for the financial, HR and operational management of the VVOB operations in Uganda. S/he will take the lead in developing and updating local policies and procedures on finances, administration, HR, procurement and logistics, and IT in line with VVOB, donor and national rules and regulations. The Deputy Programme Manager is further more responsible for establishing and maintaining strong relations with strategic and operational partners of VVOB and replaces the Programme Manager during his/her absence. .

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a Master’s degree in finance, accounting, law, management or equivalent through experience
  • A minimum of ten years of relevant experience in project or programme management, preferably in the international environment;
  • At least ten years of proven work experience in accounting. More specifically in double bookkeeping;
  • At least five years of demonstrable experience of working with national government institutions;
  • At least three years of demonstrable experience managing a team;
  • Comprehensive knowledge and understanding of economic and accounting principles and practices, and the analysis and unit reporting of financial data;
  • Demonstrable experience with human resource management, including for international staff;
  • Demonstrable experience with procurement and contract management;
  • Demonstrable experience of working with multiple donors.
