Job Summary: The Directorate of Information & Communication Technology Support (DICTS) is a very specialized unit rendering support to all matters relating to Information and Communication Technology (ICT) within Makerere University. The core staff of the unit are ICT professionals and the University is looking for a suitably qualified professional to Head the Directorate.
Key Duties and Responsibilities:
- Provide headship to DICTS ensuring high levels of staff motivation and productivity.
- Define, manage, monitor and evaluate university wide ICT policies and enforce adherence by users.
- Ensure general efficiency and effectiveness of ICT services in the University by facilitating continued development and improvement.
- Tasked with planning and budgeting for ICT services in the University to ensure continuity.
- Strategic planning to achieve the policy objectives of the University’s ICT policy.
- Promote development of web based systems with emphasis to affordable services.
- Ensure proper management of University systems (business applications, hardware, databases, storage and backups).
- Ensure continuous availability, reliability and performance of University information systems, data center facilities and other technology systems.
- Provide overall technical guidance to University management in ICT.
- Ensure reliability of network systems of the University as well as their effective usage.
- Continuously review University ICT business requirements to suit changes in the University.
- Working with relevant partner(s) to design, build and maintain fully available and resilient IT systems.
- The jobholder will minimize potential risk to the attainment of business objectives by pro-actively planning and providing adequate infrastructure capacity and information systems capabilities
- Manage the Partner(s) & ensure service delivery to agreed quality and Service Level Agreements.
- Define HR requirements for technical staff as well as managing day-to-day activities so as to ensure smooth execution of their duties.
- Perform any other ICT related duties as may be assigned from time to time by the Vice-Chancellor.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Master’s Degree in an ICT related field. A Ph.D. Degree in an ICT related field is an added advantage.
- At least ten (10) years working experience five (5) of which should be at managerial level in a reputable institution.
- Excellent leadership abilities.
- Team building and management abilities.
- Organisational, coordination, interpersonal and communication skills.
- Project Planning and Management skills.
- Knowledge of the University’s management systems including information systems.
- Broad knowledge and understanding of systems and network security in a large organization.
- Extensive knowledge of computer systems and software.
- Evidence of understanding current trends in ICT s in terms of software, platforms and developing-world special needs.
- Age: Below 55 years of age.
