Engineering Officer (1) – Kaabong
About the Role
GOAL is seeking to hire an experienced and qualified Engineering Officer to join our WASH Team. This is an exciting opportunity for you to join an extremely dynamic International NGO and to apply your skills in Engineering. Key Duties and Responsibilities:
The key responsibilities of the role will be:
Engineering content development
- Preliminary and detailed planning of engineering projects; needs assessment, WASH surveys, technical data collection and desk studies
- Collection of data, data analysis, manipulation, and simulations to use in the design of engineering structures
- Experience in the engineering design and construction supervision of piped water systems, drainable VIP latrines and borehole construction and rehabilitation
- Complete the documentation and completion of design reports
- Develop technical drawings, BOQs and technical specifications for projects
- Be involved in the approval processes of engineering designs following established professional protocols
- Keep abreast of relevant technical design guidelines, project implementation guidelines, design standards and national policies in the water and sanitation and construction sector.
- Collaborate across sectors to ensure the design, review and approval of engineering designs by the District Water Officers, the Umbrella Authorities, Technical Support Units and the Ministry of Water and Environment
Water Quality Testing and Control
- Prepare and implement water quality testing protocols and plans in-alignment with GOAL Uganda, government and donor requirements for all projects under the WASH Portfolio
- Ensure regular spot-checks of GU-built piped water and community tap stands schemes for 12 months after construction
- Share water quality reports to district local government and water scheme operators as an accountability check
- Ensure that water quality testing by contractors is completed, and recommendations made in line with standards
WASH portfolio activity implementation
- Carry out the detailed appraisals of boreholes for rehabilitation, for construction of community tapstand schemes and for other development purposes
- In consultation with the Team Leader, complete documentation for procurement of supplies, services and works as may be required
- Be responsible for directing contractors to identified project locations for water installations working with the hydrogeologists, drillers and consultants to accomplish planned activities
- Ensure that aquifer tests and computations are carried out in accordance with detailed engineering procedures and TORs
- Ensure that water quality testing by contractors is completed, and recommendations made in line with standards
- Ensure that boreholes are constructed according to required standards and specification of materials and workmanship
- Ensure that all records related to the engineering works are kept in file and in soft copy and that all contractors submit their borehole construction reports
- Be involved in budget development, tracking/monitoring and review and implement all assigned activities in-line with approved budget ceilings
- Contribute to an issues log to document concerns or challenges as they arise, and actively work with the Team Leader for Infrastructure to resolve and take action across all WASH activity areas (eg construction, works, partnership, external engagement etc)
- Conduct frequent field-level monitoring and supervision of construction activities
- Complete necessary monitoring in support of operations and maintenance business case development and to follow-up on the functionality and safety of GU-built infrastructure
- Ensure completion of detailed activity reports, compile and share regularly with the Team Leader for Infrastructure
- Provide weekly and monthly progress reports as may be required
- Contribute to the completion of donor reports as may be required
- Ensuring that all GOAL policies and procedures (eg CFM, Safeguarding, Code of Conduct etc) as relevant to staff, partners, contractors and communities are embedded and being implemented in project activities
WASH portfolio development and expansion
- Participate in active Programme learning, contributing to learning logs and documents on a regular basis in support of adaptive management
- Contribute to an accurate and up to date GPS map and asset registry of all GOAL Uganda water infrastructure in all implementation locations
- Support the assessment of new intervention locations through population density mapping, water point mapping and hydrogeological/topographical analysis
- Participate in new implementation location scoping assignments to assess suitability for GOAL intervention
Internal/External representation and coordination
- Lead by example, practicing GOAL’s values and behaviours, encouraging both upward and downward accountability and complying with all of GOAL’s accountability policies
- Work closely with all members of the WASH Portfolio, including the Community Engagement team and partners, as well as with staff under Logistics, Procurement, Finance and HR, to ensure project activities are implemented on time and to budget, with full alignment along the overall Portfolio workplan
- Coordinate with the Community Engagement team to ensure community sensitisation, engagement and buy-in prior to all field-based activities
Qualifications, Skills and Experience:
To be successful in this role, you will need:
- University degree or Higher Diploma in Civil Engineering, Water Engineering, Public Health or related discipline. Experience may substitute for qualifications, but not the other way around
- Minimum 3 years’ experience supervising WASH construction activities (boreholes drilling and rehabilitation, VIP latrine construction, Piped water schemes construction)
- Knowledge of the design requirements and the design processes for piped water schemes
- Experience in developing activity implementation plans
- Understanding of community engagement approaches for WASH such as CLTS and DRA
- Knowledge and experience of Water Quality Testing and Control
- Good writing, communication, organization, prioritization and negotiating skills
- Good verbal and written communication skills
- Fair knowledge of budget management and forecasting
- Experience in using ArcGIS or other mapping and analysis software to support infrastructure planning and asset management
- Strong computer literacy with a full knowledge of MS Office applications, in particular Excel, Word and Microsoft Teams and Engineering design softwares with at least AutoCAD, Prokon, Epanet, & ArcGIS,
- Possession of a riding permit (Class A) and ability to ride a motorcycle is required for this job.
- The ideal person must be hard working, flexible and willing to learn. They must be open to new ideas and able to work under pressure.

General description of the country programme:

GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Moroto, Kasese, Hoima, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
