About UNHCR:
The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Assistant Protection Officer (Child) will work under the direct supervision of the Protection Officer and in close collaboration with the Community-Based Protection Unit. S/he has to show an ability to engage and form effective working relationship with implementing partners and any other relevant child protection actors, local authorities, refugees and other persons of concern.
Key Duties and Responsibilities:
- Assist in the development of a working coordination mechanism for child protection throughout the operation, including all partner activities – Ensure that a systemised approach to protecting the children of concern is adopted. – Support risk assessment and protection factors affecting girls and boys of concern to UNHCR; actively promote the participation of children and adolescents in participatory assessment carried out as part of the AGDM strategy.
- Ensure that effective case management is in place for children at risk, including identification, best-interest processes (BIA and BID), and referral systems as well as follow-up and monitoring.
- Ensure an established and functioning best interest process, including a Best Interest Determination (BID) panel.
- Ensure timely attendance to the cases identified through various processes, including BID.
- Ensure that existing protection monitoring mechanisms adequately capture protection risk-facing children and support the establishment of and strengthening of existing community-based child protection monitoring mechanisms.
- Guide, support and take part in undertaking regular child protection monitoring and reporting.
- Support the assessment of training needs in the area of Child Protection, both with regards to UNHCR staff as well as population of concern, implementing partners and authorities, and conduct relevant training and capacity-building activities.
- Advocate for and promote birth registration for all children of concern by the Government and any other authorities as appropriate.
- Ensure that child protection activities are mainstreamed throughout programming and are not planned in isolation of other protection and assistance activities but within the AGDM strategy rights and community-based approach.
- Provide technical advice and support to help ensure child protection issues and concerns are reflected in the work of other sectors.
- Support the development of Standard Operating Procedures on child protection in collaboration with relevant actors within and outside UNHCR, as well as their implementation.
- Prepare and submit regular reports on child protection activities indicating implementation, challenges and recommendations.
- Support the country operation planning processes ensuring child protection is included.
- Perform any other related duties as required.
Key Performance Indicators:
- The protection needs of children in the operation are known and are met through timely and coordinated action by UNHCR and partners.
- Platforms for child participation (e.g. in participatory assessment) exist and are functioning.
- Protection interventions for individual children are supported by an effective case management system with a well-functioning best interest determination mechanisms and standard operating procedures in place.
- Protection coordination mechanisms are participatory and address effectively child protection issues.
- Child protection concerns are effectively mainstreamed in other sectors.
- Office capacity-building plans and strategies include a child protection component and are effectively implemented.
- Partner activities on child protection are monitored ensuring that they are in line with the overall framework and UNHCR strategy.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UNHCR Assistant Protection Officer (Child) job placement should hold an undergraduate degree (equivalent of a BA/BS) in Social Sciences, International Relations, Human Rights, Psychology, Sociology, Law or other social sciences field
- One year of previous job experience relevant to the function.
- Previous experience in refugee International Protection and knowledge of Refugee Law.
- Strong knowledge of child protection work and International Law on children.
- Good understanding on the concept and practice of Child Protection System strengthening.
- Experience in organising and facilitating training to partners, authorities and assisted communities.
- Knowledge of local institutions and language.
- Excellent knowledge of English language.
