About US:
The National Information Technology Authority – Uganda (NITA-U) is the Implementing Agency for the project, through a Project Implementation Office (PIO). Applications are hereby invited from eligible, suitably qualified and experienced persons for the vacant position of communications officer to be based at the PIO at NITA-U Headquarters.
Background:
The Government of Uganda has secured funding from the International Development Association (IDA) to finance various activities under the Regional Communications Infrastructure Program (RCIP). The Regional Communication Infrastructure Program (RCIP) Uganda will complement existing country ICT and e-government Infrastructure initiatives by helping boost the already existing e-government infrastructure and bridge the financing and technical gaps. It is intended that part of the proceeds of this credit, will be applied to eligible payments for the services of a communications officer.
Job Summary: The Communications Officer will primarily design and implement the RCIP’s communication and public relations strategy, facilitate efficient and timely sourcing, collation, managing and dissemination of strategic and operational information and knowledge within and outside the NITA-U.
Key Duties and Responsibilities:
- Serve as the first point of call for stakeholders and the public in matters pertaining to fulfilment of the implementation of the communications and marketing plan under RCIP;
- Prepare and implement the communications and public relations strategies for RCIP;
- Provide professional advice and support to management on public relations issues; handling the media and harnessing political and public support for RCIP projects and generally explaining official positions;
- Draft press releases, speeches, media relations content, case studies, white papers, executive bios, corporate newsletter content, social media content, and speaking proposals as well as other documentation for NITA events that cover the RCIP.
- Design and coordinate implementation of corporate communication, PR and
- Information management strategy under RCIP;
- Plan, prepare and implement information programmes to keep the public and specific groups (government services, the media, the business community, NGO’s, international organizations and the general public, etc. ) informed of RCIP programmes;
- Monitor the media on a day-to-day basis, analyze reportage on NITA and/orother information technology issues and advise Management on appropriate responses and follow ups and ensure appropriate publicity and media coverage at all official NITA functions;
- Prepare reports as well as relevant documents and promotional material for advancement of the Authority’s corporate image and impact to support its role in rolling out RCIP projects;
Qualifications, Skills and Experience:
- The ideal applicant must have at least a bachelor’s degree in English Language/Literature, Mass Communication, business management, social works and social administration, international relations/diplomacy, marketing or their equivalent from a recognized University;
- A post graduate training in media studies, journalism, public relations, technical writing, project planning and management, web editing or marketing is an added advantage;
- Hands-on experience in writing articles for print and online magazines, Press releases, Talking points and ability to carry out interviews with different stakeholders when need arises.
- A good customer service background dealing customers face to face and via phone interactions
- Experience in Public Speaking, Media Relations and Stake holder Management
- Keen attention to detail
- Confidentiality, Diligence & Reliability;
- Ability to work on own initiative as well as supervision of a team;
- Capacity to establish credibility, and trust and partnership
- At least have a minimum of two years’ experience as a communication, PR, Customer Relationship Officer with a public or private or donor funded organisation or a reporter/editor in a reputable media house.
- The successful candidate shall be engaged under a two (2) year employment contract, renewable subject to satisfactory performance.
- Communications: Very good communication skills (spoken and written), including the ability to communicate effectively with diverse audiences on environmental related matters, good negotiation skills and to prepare a variety of written documents, contracts, reports, etc. in a clear, concise style.
- Very good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multiethnic environment with sensitivity and respect for diversity
- Must be a person of proven honesty and does not tolerate corruption and unethical behaviours in all its forms and manifestations.
- Must be a person with ability to seek new ways of doing things efficiently to deliver value to our customers.
- Customer Centricity: Must be a person who strives to satisfy customers and clients. Should be able to understand what the customer wants and delivering it flawlessly.
- Must be a person who thinks of quality and continuous improvement in his/her work.
