About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary: The National Content Officer, Manpower Regulation and NOGTR will be responsible for evaluating and advising on recruitment for oil and gas operations in the country. He/She reports to the Senior National Content Officer/Manpower Regulation.

 

Key Duties and Responsibilities:

  • Undertake reviews and advise on the compliance with the requirements of the laws of the proposed annual company organization structures and ensure they are commensurate with the proposed work program and benchmarked with best practice.
  • Support the efficient review of applications for work permits submitted by the oil companies, their contractors, and subcontractors.
  • Participate in the development, administering, and maintenance of a database of people (nationals and expatriates), directly employed by the industry as well as a record of work permits recommended by the Authority.
  • Participate in labour audits and prepare reports on the state of employment /employees under the companies participating in the oil and gas sector.
  • Contribute to the development of appropriate career paths for all the jobs in the sector to support prospective talents in understanding the competence requirements.
  • Monitor adherence to the approved nationalization plans and provide periodical progress reports.
  • Support the review of salaries and other renumerations provided by companies in the oil and gas sector.
  • Participate in the preparation, documentation, review, and submission of periodic progress reports to relevant internal and external stakeholders.
  • Administer the National Oil and Gas Talent Register (NOGTR) and participate in the implementation of the Database’s development workplan while ensuring a functional Database.
  • Continuously update the NOGTR as provided for in the National Content Regulations
  • Monitor the operation of the NOGTR to ensure concurrent access of data by users in a form that suits their needs.
  • Regular reporting on the operations of the NOGTR and any needs for upgrade.
  • Assess the submissions made by talent on the system.
  • Work closely with application developers and system administrators to ensure all the NOGTR needs are being met including ensuring user access and security, testing back-up and recovery plans are in place.
  • Undertake any other assignments as may be directed from time to time.

Qualifications, Skills and Experience:

  • The applicant must hold an Honor’s Bachelor’s Degree in Education, Human Resource Management, Business Administration, Statistics, Social Sciences, Engineering, Law, Monitoring and Evaluation, Economics/Finance or Information Technology from an internationally recognized university.
  • At least two years of relevant experience working in a busy and well-organized institution, with one year preferably in the oil and gas sector.
  • A Master’s Degree in any of the above or related field from an internationally recognized University is desired
