Job Summary:
The Assistant Project Control Officer will play a key role in managing and overseeing effective implementation of UNHCR’s Enhanced Framework for Implementing with Partners. The role involves risk analysis, policy compliance, and oversight of direct implementation to ensure efficient and effective use of resources.
Key Responsibilities:
- Provide support and guidance on the management of the Enhanced Framework for Implementing with Partners and direct implementation.
- Analyze and assess risks, operational practices, and compliance with policies and regulations.
- Oversee the implementation and enhancement of safeguarding mechanisms for partnership integrity.
- Engage in dialogue and consultations to strengthen partnerships.
- Participate in the annual assessment and planning cycle.
- Review project agreements for conformity with operational plans and UNHCR rules.
- Monitor project and direct implementation risks.
- Review, analyze, and verify Financial and Performance Partner Reports.
- Conduct reviews of internal control systems of partners.
- Support Programme Unit in project management and reporting.
- Engage with external stakeholders like UNHCR-funded partners, auditors, and host governments.
Qualifications and Experience:
- Undergraduate degree with one year of relevant experience, or Graduate/Doctorate degree with relevant field experience.
- Background in Business Administration, Economics, Management, or a related field.
- Knowledge of international auditing standards.
- Familiarity with financial modules like PeopleSoft, SAP, or Oracle is desirable.
- Experience with accrual accounting (IPSAS or IFRS) is advantageous.
Certificates and Licenses:
- Accounting
- Auditing
- Finance (CPA/CIA or equivalent)
Language Requirements: Proficiency in English and the UN working language of the duty station, along with the local language.
