About US:

The National Agriculture Advisory Services (NAADS) is one of the statutory semi-autonomous bodies in the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF); established in 2001 by an Act of Parliament (NAADS Act 2001) to specifically facilitate efficient and effective delivery of agricultural advisory services for enhanced production and productivity.

Job Summary:  The Head, Communication and Public Relations will be tasked with securing Communication and Public Relations Expert is to ensure that communication and public relations services for NAADS Secretariat are handled in an efficient and effective manner at all times by providing strategic guidance in the implementation of the NAADS Communication Strategy.

Key Duties and Responsibilities: 

  • List of specific tasks or duties to be performed
  • Provide strategic guidance in the implementation of the NAADS Communications Strategy, which is the design for the management of NAADS public relationships and its stakeholder engagements
  • Develop comprehensive communications strategies that support the overall strategic direction and mandate of NAADS Secretariat.
  • Plan and implement annual Communication and PR programs in line with the organizational Business Plan.
  • Assess communications programs, report findings and recommend improvements.
  • Provide expertise and share knowledge on appropriate response to farmer’s concerns beneficiaries of NAADS services and assist with concern’s resolution.
  • Provide expertise and share knowledge with internal clients on internal communications projects and media events.
  • Create communications strategies and formulate appropriate messaging for sensitive and confidential materials to be communicated to internal and external audiences.
  • Initiate, promote and encourage effective internal communications practices in the institution.
  • Lead the creation, editorial planning, content development, layout and production of internal communication tools and the intranet.
  • Oversee the research and development of news releases, articles, editorials, publications and other written communications products.
  • Write and coordinate speeches, briefing notes, and media articles for internal clients.
  • Manage proactive and reactive media relations to obtain and shape news coverage of NAADS.
  • Acts as the institution spokesperson, coordinates & prepares internal subject materials to respond to media requests
  • Oversee the development of story ideas
  • Oversee the planning, coordination and execution of news conferences and other media events
  • Responsible for crisis communication plan, updates, management of crisis communications & activity for the institution

Key Results Areas

  • Implement a Corporate Communications Strategy for NAADS Secretariat.
  • Enhance visibility of NAADS as an institution through various avenues.
  • Maintain & regularly update the NAADS website.
  • Sustain dialogue between NAADS and her stakeholders

Qualifications, Skills and Experience: 

  • The ideal candidate for the National Agricultural Advisory Services (NAADS) Head, Communication and Public Relations job placement must hold a degree in Mass Communication and public relations, Social Science, or any other relevant discipline.
  • Must have a Post Graduate diploma in Journalism.
  • Master’s Degree in communications, public relations or relevant discipline is an added advantage.
  • A minimum of five years of work experience in a large organization at a managerial level.
  • Knowledgeable about the agriculture sector in Uganda.
  • Should be result oriented, team player with a high degree of professionalism.
  • Good communications and public relations skills (written and oral).
  • Proficiency in relevant computer packages.
  • Analytical skills.
  • Should have good leadership skills
  • Age: Above 30 years of age
