GOAL is seeking a driven and proactive individual to work as Health and Nutrition Coordinator in Kampala to oversee the implementation of a portfolio of projects that focus on health systems strengthening, preventative nutrition and health and other emergencies. They will support advocacy and coordination efforts with interagency and governmental working groups and forums, will promote learning and adaptive management and will contribute towards the growth of the overall portfolio.

The Health and Nutrition Coordinator will be responsible for ensuring that all projects under their portfolio area are implemented to agreed parameters, workplans, results frameworks and budgets. They will also be asked to directly implement some projects – leading key activities with support from other staff under the portfolio and managing partners and project on-granting processes. They will ensure that project implementation is progressing in line with GOAL and donor compliance requirements, including timely and quality donor reporting and communications

Note that this position is contingent on funding.

Key Duties and Responsibilities:  

Health and Nutrition programme strategic development

  • Work with GOAL Uganda Management and the Global Advisors to develop GOAL Uganda’s Health and Nutrition programme, ensuring that the programme reflects GOAL’s global priorities and values and positions us to meet our mission.
  • Contribute to the development of and regular updating of GOAL Uganda’s Health and Nutrition portfolio strategy, as part of annual country planning and organisational strategic processes
  • Lead technical oversight and direction for GOAL Uganda’s Health and Nutrition programme, which includes a portfolio of different donor-funded projects
  • Engage actively in cross-organisational platforms and build strong relationships with other GOAL country leads on Health and Nutrition
  • Maintain up-to-date information on health and nutrition issues, current good practice and training strategies for all aspects of GOAL’s Health and Nutrition programming and pass on newly acquired information to respective field teams.
  • Remain up to date with changes and innovation in the global and national sectors of relevance and support team member continuous learning, including through training.
  • Share learnings across GOAL Uganda’s programme areas and identify opportunities for multisectoral interventions

Programme management, implementation and technical support

  • Using an adaptive management approach, oversee the successful implementation of GOAL Uganda’s Health and Nutrition strategic activities and portfolio of projects and support and hold portfolio staff accountable for programme and project implementation, managing programme and project budgets and monitoring financial transactions as per the Authorisation Matrix and delegation protocols
  • Co-ordinate activities with other sectors i.e.; water/sanitation and livelihood programs and build sustainable community approaches
  • Identify, nurture and manage all civil society and private sector partnerships, including the on-granting process, reporting and compliance as per GOAL’s On-Granting policies for projects within your programme portfolio
  • Ensure programme procurement and contracting needs, logistics, finance and human resource are managed effectively and in line with GOAL policy.
  • Ensure all programme reporting (internal and external) is delivered on time and is of high quality, coordinating team inputs with the support of the Programme Support Officer.
  • Ensure the integration of Safeguarding and community feedback mechanism (CFM) in all programme and project activities, with each project having a safeguarding risk assessment conducted to inform adjustments and adaptations as required.

Human resource management

  • Line management of the Health and Nutrition Programme/Project Managers and any other assigned staff, ensuring that all team members have clear and measurable (SMART) performance management objectives and that they are measured regularly and in line with policy

External and Internal representation and coordination

  • Manage a team coordination and outreach strategy, identify key stakeholder relationships and develop and share strategic messaging on the GOAL Health and Nutrition programmes
  • Take the lead in building and leveraging key health and nutrition and related sector networks, government departments and partnerships, with specific responsibility for advocating and influencing at a district and national level for GOAL’s Health and Nutrition programming
  • Coordinate health and nutrition activities with relevant bodies such as MOH, UNICEF, WHO, health and nutrition clusters and I/NGOs and cultivate relationships by attending regular meetings and ensuring that GOAL Uganda is professionally represented at Health and Nutrition and relevant multi sectoral coordination meetings and events.
  • Ensure close coordination and sharing of information with other district and national level stakeholders such other I/NGOs, and government actors and global agencies
  • Build and sustain relationships with internal GOAL stakeholders key to the programme and drawn on them for support, advice and programme advancement
  • Responsible for regularly liaising with the relevant GOAL HQ technical advisors
  • Support all efforts towards accountability to project participants. This includes actively engaging participating communities as equal partners in the design, monitoring and evaluation of projects and programmes.

Fundraising

  • Working with the Programme Support Officer and ACDP, map and identify appropriate fundraising opportunities to support the country implementation and delivery of the Health and Nutrition programme strategy
  • Actively develop relationships with strategic partners and potential donors, keeping up-to-date and partner and donor mapping for the quality Health and Nutrition programme, to explore the potential for funding, partnership and collaboration.
  • Working with the Technical Team, Programme Support Officer and ACDP, design and develop quality Health, Nutrition and multisectoral proposals.
  • Engage with other key Health and Nutrition partners and donors in Uganda and elsewhere and explore the potential for funding, partnership and potential collaboration

Monitoring, evaluation, accountability and learning

  • Work with the GOAL Uganda MEAL department to ensure that appropriate systems are in place to monitor and measure all GOAL Uganda Health and Nutrition programming; this includes active participation in MEAL, developing new and appropriate monitoring tools and ensuring the timely collection, presentation, analysis and distribution of programme data.
  • Undertake regular field visits to review and report on Health and Nutrition programme progress specifically in relation to their efficiency and effectiveness and determine any future program recommendations.
  • Regularly review monitoring data and manage programmes using an adaptive management approach
  • Develop learning and communication materials of high quality for internal and external audiences.
  • Ensure close coordination and sharing of information with other district and national level stakeholders such other I/NGOs, and government actors and global agencies

Qualifications, Skills and Experience:

To be successful in this role, you will need:

  • Master in Public Health/Nutrition, Environmental Health, Social Sciences or related discipline. Experience may substitute for qualifications.
  • At least five years professional experience in a senior role in complex Health and Nutrition programming in developing countries, two of which are in a similar position
  • At least two years managing complex, high-value and multi-partner/location projects
  • Previous experience in working on public and private health, health and other emergencies in a leadership capacity
  • Previous experience in working on nutrition, particularly preventative, community-oriented approaches, in a leadership capacity
  • Previous experience in implementing projects using participatory and people-centred approaches
  • Strong programme management skills, including planning, grant and budget management
  • Strong people management skill, including prioritising workloads, providing targeted support and mentoring
  • Experience supervising and managing partners from a broad range of backgrounds and experiences
  • Experience in networking and coordination at the national levels and with international partners and stakeholders
  • Excellent (English) verbal and written communication skills with proven financial management skills
  • Strong computer literacy with a full knowledge of MS Office applications
  • Experience with USAID, ECHO, Irish Aid and other donors
  • Understanding of social behaviour change concepts and approaches
  • Proven ability to work in a fast-paced and detail-oriented, with a proactive planning and execution
  • Adaptive management skills
  • Excellent organizational skills, including ability to prioritize and meet deadlines
  • Market system training and /or experience
  • Demonstrated monitoring and evaluation skills with experience conducting assessments and surveys.
  • Soft Skills in coordination and networking with stakeholders including district and local government, sector actors, NGO partners and community leaders.
  • Creativity and entrepreneurial outlook
  • Ability to work collaboratively in teams, build consensus, and effectively coordinate with internal and external actors
  • Very enthusiastic and able to work extra hours to achieve the objectives of the programme.
