Uganda Printing and Publishing Corporation (UPPC) is a public corporation established by the UPPC Act 1992 Cap.30 as a leading printer mandated to provide printing and publishing services to government ministries, departments, and agencies, NGOs, private sector organizations and individuals. The Corporation prints and publishes all government legislations, the Uganda Gazette, stationery and other books and reading materials for public and private sector organisations.

Resource and Administration Manager
Job Summary: To provide professional leadership in the acquisition, management and development of the human resource so as to achieve high morale, commitment and performance; and
To provide administrative support in managing the facilities, utilities and fleet/logistics with the aim of increasing the capacity the corporation to deliver its services effectively and efficiently
Key Duties and Responsibilities:
- Advising management and the Board on human resource issues and spearheads in the development and implementation of a human resource management and development strategy.
- Developing human resource and administrative services policies, procedures and manuals for management’s approval, and providing guidance on their implementation and review.
- Designing and implementing strategies for motivation and retaining competent human resources (e.g. compensation and rewarding, coaching, training, etc.)
- Playing a leading role in the recruitment and selection and placement of qualified and competent staff.
- Preparing employment appointment letters and contracts for new staff and those for renewal.
- Designing and implementing orientation and induction programmes for all new staff of the corporation
- Participating in preparation of the annual work plans and budgets of UPPC and ensuring their implementation for HR and administration department
- Coordinating and offering technical support on the performance appraisal function according to existing policy and guidelines; and liaising with other heads of department to develop staff appraisal report outlining staff development and training plan for the ensuing period.
- Supervising and appraising staff in the Human Resource and Administration department in accordance with the HR manual.
- Providing guidance to both management and staff on all matters pertaining to welfare, industrial and employee relations including terms and conditions of service.
- Developing and implementing systems and procedures that facilitate delivery of efficient and effective office and administrative service to internal and external customers.
- Developing annual leave schedules and ensuring that staff take their annual and other leave entitlements in accordance with the HR manual, without jeopardising the operations of the Corporation
- Coordinating enforcement of staff discipline and compliance with the policies and guidelines of UPPC.
- Ensuring security and safety of the assets of the Corporation (machinery, equipment, fleet of vehicles, and other facilities.
- Performing any other duties assigned from time to time
Qualifications, Skills and Experience:
- The ideal applicant should have a Master’s degree in HRM or Organizational Psychology/ Development or a Master in Business Administration (HR track) or from a recognised institution.
- A Bachelor‘s degree in Social Sciences or industrial & organizational psychology or Human Resource Management or Business Management (HR option) or Public Administration.
- Membership to any professional Human Resource body is an added advantage.
- At least 8 (eight) years of experience in a human resource management function in a busy organization, of which 4 (four) years should have been at senior managerial level.
- Should not be less than 35 years of age at the time of applying
- High level of integrity
- Ability to handle multiple tasks simultaneously and meet deadlines
- Good computer literacy (MS Word, Excel, Outlook, PowerPoint)
- Knowledge of and ability to interpret labour laws
