The Medical Research Council/ Uganda Virus Research Institute (MRC/UVRI) based at the Uganda Virus Research Institute in Entebbe is a bilateral multi-disciplinary research organization funded by, the Medical Research Council (UK) and Centers for Disease Control and Prevention (CDC) in Uganda under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and other donor agencies. Established in 1988, the MRC/UVRI Uganda Research Unit on AIDS is an internationally recognized center of excellence for research on HIV infection and related diseases, contributing knowledge on the revolving epidemic, the evaluation of innovative health care options, treatment and prevention, and the development of health policy and practice in Africa and worldwide.
Job Summary: The Human Resources Officer will provide efficient and effective day today human resources support to the Unit through supporting the Managers, scientists, field station administrators and staff to ensure that their queries are addressed. The post holder will mainly handle HR Planning, recruitment and selection, orientation and induction, training, performance management, and any other areas as may be requested by supervisor
Key Duties and Responsibilities:
- The incumbent will maintain an up-to-date manpower databank to assist the department in manpower planning and talent management
- Develop and implement recruitment and selection activities for the Unit; Prepare vacancy advertisements, shortlist, participate in the design of selection instruments, comprise interview panels and prepare corresponding reports.
- The jobholder will also make reference checks for the preferred candidates and prepare employment contracts for signing for new staff as per the Staff Policy Manual.
- Receive new staff, ensure all required documentation for the staff personel file is in place and as much information as possible is entered on MSD and the payroll officer has copies of the required documentation
- Organize and coordinate orientation and induction of new staff with the various sections in line with the HR orientation and induction guidelines
- Prepare and submit an up to date recruitment status report every month to the Human resources manager for review and discussion of progress
- Track probations, follow up with supervisors to ensure that staff are appraised and those who have passed the probation are confirmed into service by the HR manager
- Work in close liaison with supervisors, routinely develop and review job descriptions and person specifications for staff in line with the changing job requirements
- Implement the Unit’s policy on Performance Management; develop and review performance management tools, train staff in setting objectives and the appraisal processes and monitor compliance of the policy
- The jobholder will receive and analyse performance appraisal forms for possible errors and advise the concerned employees/ supervisors
- Work closely with the Training coordinator, compile training needs from appraisal forms for respective sections and submit them for approval
- Actively participate in periodic reviews of the existing HR policies and strategies
- Perform any other duties in the department as may be requested by the supervisor
Qualifications, Skills and Experience:
- The applicant for the MRC Human Resources Officer job placement should hold an Honours Bachelor’s degree in Human Resources management, Arts, Social sciences or related field with a bias in Human resources.
- Additional trainings in people management
- A minimum of three years of progressive experience in a busy Human Resources Support role in a large local or international organisation
- Prior experience of working within a multi-cultural and international organisation.
- Comprehensive and up to date knowledge of current labour laws and practices within Uganda, excellent negotiation and interpersonal skills able to converse comfortably across all levels of the organisation.
- Excellent communication skills in written and oral English, accomplished presenter.
- Previous experience of using the Navision ERP system
- High degree of Integrity, ability to work independently but also coordinate as part of a team, analytical, planning and organisational skills
