The Uganda Red Cross Society (URCS) is the leading humanitarian organization in Uganda. Since its inception in 1939 as a small women’s emergency organization, URCS has developed over the years into a formidable well-respected humanitarian agency. In 1941, it became a branch of the British Red Cross. The URCS was recognised by an “Act of Parliament in 1964” and admitted as a member of International Federation of Red Cross and Red Crescent in 1965.
Key Duties and Responsibilities:
- Draft and manage the Information Management Governance of the Refugee Response project, in coordination with the Project Team. This includes, amongst others: analysing business process and related information flows of the project setup and its activities; identifying information management gaps; designing standard operating procedures (SOPs) for project specific information management;
- Design and manage an appropriate Information Management Infrastructure, enabling operationalization of the Information Management Governance. This entails: the elaboration of project specific information management tools for the Project Team, whilst making using the full technical and operational potential of existing URCS IM Infrastructure;
- Identify new standard operating procedures (SOPs) managing information flows and data requirements related to Refugee Response project governance and supporting Refugee Response activities, and to ensure relevance, accuracy, reliability, completeness and timeliness of information and data;
- Set standards for operational data to be used throughout the refugee Response project, maintain and distribute standards to the Project Team and others working with operational data in the Department of Disaster Risk Management;
- Elaborate and manage the Information Management Strategy (IMS) of the Department of Disaster Risk Management – including the internal management of information within the Department, document management, flows of information and discovery of data/information – and define operational and funding requirements for the implementation of the Strategy. The development of an IMS for DRM will be complementary to and in support of the operationalization of the DRM operational strategy. It will be aligned with the internal URCS stakeholders such as HR, PMER, Finance;
- Analyse data, identify and address information management gaps, and facilitate information sharing within the Department of Disaster Risk Management, between DRM and other URCS departments and amongst DRM’s respective projects;
- Design and implement a structured Dissemination Plan for all information within the Department of Disaster Risk Management and its related project as appropriate (e.g. database, web portal, mailing list, information centres, etc.);
- Work closely with the Director of DRM to ensure consistency and inter-operability between registration data and other operational data sets relevant for DRM, and consistency between regional registration and information management strategies of URCS branches and the DRM Department in order to support the latter’s activities;
- Support the promotion of data and information sharing within the DRM projects, through the design of information-sharing platforms;
- Provide Information Management services and conduct technical assignments to support Refugee Response activities, Project Team and the Department of DRM in areas of information flows, dissemination, processing, analysis and standard setting;
- Identify appropriate secondary data and information resources and making them accessible to Project Team;
- Perform advisory and technical assignments concerning information management issues to Refugee Response Project Team, Director of Disaster Risk Management and BRC-FL Delegate(s).
Qualifications, Skills and Experience:
- The ideal candidate must hold a Bachelor’s Degree in Library and Information, Information Systems, PME&R, Development Management or a related field from a reputable institution;
- Post Graduate qualification in Information Management will be an added advantage.
- At least three years of work experience in a similar role in a development or humanitarian setting;
- Experience in the development, use and administration of electronic document management systems (EDMS), to meet legislative obligations for record keeping including the creation, maintenance, storage, archiving and retrieval of files;
- Profound work experience in software and applications development;
- Ability to show initiative in planning and developing new ideas and approaches, and to implement and communicate change effectively
- Ability to develop, implement and review policy and associated procedures in line with continuous improvement practices.
- Knowledge of different data collection methodologies.
- Proven skills to analyze statistical information.
- Ability to formulate IM-related technical requirements and Operating Procedures.
- Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.
