Uganda National Bureau of Standards (UNBS) is recruiting for the position of Manager Legal Metrology. This role is based in Kampala, Uganda, and reports to the Deputy Executive Director- Compliance.

About UNBS: UNBS is a statutory body under the Ministry of Trade, Industry & Cooperatives, responsible for standardization, quality assurance, metrology, and laboratory testing. The organization plays a crucial role in facilitating fair trade, promoting local industries, and protecting consumers in Uganda.

Job Summary: The Manager Legal Metrology will develop and implement strategies to ensure the accuracy and reliability of measurements that affect health, safety, the environment, and the transparency of trade transactions, in alignment with UNBS’s mission and mandate.

Key Duties and Responsibilities:

  • Develop and review systems, policies, procedures, and legal instruments for Legal Metrology.
  • Implement performance management plans, fraud control plans, and address performance issues.
  • Provide leadership and technical support to staff.
  • Prepare reports on departmental activities and progress.
  • Develop guidelines for handling customer complaints and queries related to trade verification.
  • Research and introduce new business opportunities and vet authorized service providers.
  • Advise traders and stakeholders about measurement accuracy and reliability.
  • Develop strategic plans for the department, prepare annual budgets and work plans.
  • Collect, analyze, and summarize information for periodic reports.

Qualifications, Skills, and Experience:

  • Master’s degree in physics or an engineering field (electrical, electronics, mechanical) from a recognized University/Institute.
  • Honours degree in physics or an engineering field from a recognized University/Institute.
  • At least nine years of experience, with five years at a senior level in a reputable organization.
  • Additional certificates in investigations, prosecution, or management are advantageous.
  • Membership in a professional body relevant to UNBS’s mandate is a plus.
  • Computer literacy (MS Office, Internet applications).
  • Skills in strategic focus, data interpretation, risk management, and internal controls.
  • Integrity, professionalism, and high ethical standards.
  • Strong planning, monitoring, communication, negotiation, and interpersonal skills.
  • Age: Between 35 and 50 years.
