About US:

The National Information Technology Authority-Uganda (NITA-U) is an autonomous statutory body established under the NITA-U Act 2009, The Authority is under the general supervision of the Ministry of Information Communications Technology and National Guidance (MOICT&NG). The National Information Technology Authority, Uganda was established with a mandate to coordinate, promote and monitor the development of IT in the context of social and economic development of Uganda.

 

Job Summary: The Manager, Licensing and Legal Affairs Directorate Personal Data Protection Office is responsible for the provision of regulatory activities including licensing and legal services related to Data Protection and Privacy.

 

Key Duties and Responsibilities: 

  • Manage and coordinate licensing program for the Office
  • Oversee the develop and maintain the Data Protection Register
  • Develop relevant policies/processes for the maintenance, publication and update of the Data Protection Register
  • Oversee the development of the awareness campaign on the registration processes and other requirements of the Data Protection and Privacy Act , 2019
  • Review and draft contracts and agreements in compliance with all statutory or legal requirement
  • Ensure that the Office’s legal matters are managed properly and efficiently
  • Review and advise management on legal implications of internal policies and procedure
  • Interpret laws, rules, regulations and documents for the Office
  • Review publications by the Office and ensure they reflect the correct position of the law at the time.
  • Provide legal advice to case workers and other officers of the Office.
  • Implement and monitor complaint processing systems to ensure effective and timely licensing
  • Evaluate the Data Protection and Privacy Act and related regulations for licensing activities and ensure appropriate implementation
  • Analyze and recommend improvements to all internal procedures and implement the same
  • Lead the development and preparation of periodic registration and queries’ response performance reports
  • Develop and maintain effective relationships with stakeholders
  • Assist the Director with the preparation of the Strategic Plan for the Office

 

Results expected: Support the efficient processing operations for the registration of data controllers, data processors in line with the requirements of the Data Protection and Privacy Act, 2019.

 

Qualifications, Skills and Experience:

  • The ideal applicant for the National Information Technology Authority-Uganda (NITA-U) Manager, Licensing and Legal Affairs Directorate Personal Data Protection Office job must hold a Bachelor of Laws degree from a recognized university is required
  • A Diploma in Legal Practice
  • Must be enrolled as an advocate of the High Court of Uganda with a valid Practicing Certificate
  • Master’s degree in Law, Information and Communications Technology (ICT) Law, or
  • Business related fields, or other relevant discipline will be an added advantage
  • Management qualifications and Membership to relevant Professional Associations or
  • other relevant specialized trainings related to Data Protection are an added advantage
  • At least five years’ experience in direct work within a legal or compliance environment;
  • Demonstrate working experience in leading a function, business unit or department.
  • Must have a solid understanding of key concepts in Data Protection and Privacy
  • Knowledgeable about the Cyber and Data Protection laws
  • Familiarity with Cyber security management practise
  • Excellent oral and written communications skills
  • Able to prioritize and co-ordinate work streams/projects to drive delivery of the overall
  • programme objectives and goals
  • Facilitates groups and individuals to create win-win solutions that delivery greater overall benefit
  • Builds and continuously develops high performing teams, empowering members and
  • coaching others to exceed
  • Results oriented and a resilient team player with a ‘can do’ attitude.
  • High level of Integrity
