About the Role:
GOAL Uganda is seeking a dynamic and experienced individual for the position of Team Leader – Monitoring, Evaluation, Accountability, and Learning (MEAL) in Bugiri. This role is ideal for someone passionate about high-quality monitoring, evaluation, and learning in the international development sector, particularly in the Water, Sanitation, and Hygiene (WASH) field.

Qualifications, Skills, and Experience:

  • Essential:
    • Degree in Statistics, Development Economics, Social Sciences, or related field.
    • Three years of relevant experience in managing the WASH MEAL component of a donor-funded project.
    • Strong analytical skills with the ability to summarize large data sets and technical information.
    • Knowledge of budget management and forecasting.
    • Strong team player with excellent communication skills.
    • Proficiency in MIS tools and databases such as CommCare and PowerBi.
    • Proficiency in analytical tools such as STATA, SPSS, and EXCEL.
  • Desirable:
    • Experience in qualitative data collection and analysis.
    • Knowledge of WASH Implementation approaches and setting up MEAL Systems for WASH.
    • Experience with result chain M&E system and understanding of systems approach.
    • Presentation and training skills.
    • Willingness to travel.

Key Duties and Responsibilities:

  • Support the implementation of the GOAL MEAL strategy.
  • Lead the design of data collection tools, recruitment and training of enumerators, and data analysis.
  • Develop Data analysis sheets/reports and lead review with the program team.
  • Ensure database and monitoring information is regularly reviewed, cleaned, updated, and shared.
  • Line management of MEAL Officers in field locations, ensuring performance objectives are met.
  • Ensure compliance with all GOAL, Donor, and Government of Uganda policies and guidelines related to MEAL activities.
  • Other duties as assigned by the Deputy Programme Director – MEAL.
