Job Summary: The Monitoring, Evaluation, Accountability & Learning Coordinator will provide technical guidance to the west Nile refugee response projects and programmes in terms of project planning, proposal development, monitoring and evaluation in line with WV policies and standards; including maintaining systems to collect and analyze information on activities, outputs, outcomes and impact of projects.
Key Duties and Responsibilities:
- Supports routine and periodic collection and analysis of data, providing both descriptive and inferential statistics that confirms status of project activities in the response based on log frames and M&E frameworks as well as qualitative analysis. In addition, consolidates reports, or data at outcome and output level and shares with the respective response coordinators and managers on monthly, quarterly, mid-year and annually as per M&E Plan; including implementation of program monitoring evaluation recommendations
- Administer performance monitoring tools to track project indicators in line with the project implementation plan. Provide technical support to the field staff, beneficiaries and other stakeholders on program performance monitoring and evaluation according to program implementation plan, World Vision evaluation strategy and donor requirements. Including performance reports to the respective project coordinators for effective decision making.
- Ensure programme Accountability to beneficiaries and donors is implemented in line with World Vision Uganda Programme Accountability Framework (PAF)
- Build the capacity of field staff and support design processes including measurements, baselines, monitoring, and evaluations.
- Provides overall technical guidance and supervision to project M&E Assistants and staff in the West Nile Response in coordinating the implementation of WV Partnership and WV Uganda strategic initiatives to improve quality of monitoring and evaluation and learning in HEA setting or context
- Coordinates documentation and sharing of success and impact stories during learning and reflection meetings.
- Develops/or administer knowledge management databases, principles, procedures and standards to institute effective knowledge management systems. This includes effective use of ITTs, automated databases, GIS technology, ODK and utilization of WV partnership knowledge management systems e.g. HORIZON
- Design and implementation of program assessments/evaluation, operation research or special studies to improve programming in a refugee setting line with program implementation plan of WV Uganda and donor regulations
Qualifications, Skills and Experience:
- The applicant for the World Vision Monitoring, Evaluation, Accountability & Learning Coordinator job placement should preferably hold a University degree in a statistic, quantitative economics, development studies, public health, demography, biostatistics or a related field is required. A Master’s degree is an added advantage
- At least five years of work experience managing data intensive programs in designing, monitoring, and evaluation methodologies is highly desirable. Knowledge of statistical data analysis packages e.g. SPSS, Epi-info, Nvivo, etc.
- At least seven years of M&E related work experience
- Experience of data collection, collation, analysis, and report writing
- Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable. Should have relevant field experience in development, monitoring and evaluation of community-based projects especially in a refugee context.
- Knowledge of M&E issues with respect to service delivery and support related to Health and nutrition, Education, WASH, Livelihoods and/or capacity development is desirable.
- Previous experience in supporting Grants/HEA in World Vision setting would be an advantage
- Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable.
- This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision.
- He/she should be able to manage a team of staff as well as cooperate with other units.
- He/she must be keen on details and well organized individual.
- Report writing, research, monitoring and evaluation.
- Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
- Strong leadership, organizational and analytical skills, and ability to work under pressure
- Excellent verbal and written skills in English
- Excellent computer skills, particularly with Microsoft Excel, spreadsheets
