Job Purpose: The Performance Based Financing (PBF) Verification Team Leader will be responsible for the management and successful implementation of the PBF project. S/he will lead, mentor, coach and monitor the Cordaid team based in Kamuli District Office during project implementation in the selected Primary Schools focusing on improving the quantity and quality of Education services provided by the school facilities participating in the PBF project.
Key Duties and Responsibilities:
Coordination
- Ensure that start -up and the implementation of the PBF-project and office in Kamuli District is well coordinated,
- Making sure that all systems and procedures are in place and that the project has realized the intended results as it is formulated in the project proposal, while keenly following the Project Implementation Manual.
- The Team Leader will actively participate in the development of the Project Implementation Manual and designing of effective and user friendly data collection, monitoring and evaluation tools of the project.
Contracts, workplans and review
- Facilitate and manage the timely preparation and signing of contracts with the District Education Office, school facilities and the CBO’s.
- Formulate on a quarterly basis PBF-project management work plans and operational budgets.
- Ensure timely support of the quarterly reviews of the PBF school facilities, the District Education Office and CBOs focusing on the quality of reports submitted by the responsible actors (School facilities, DEO, and CBOs)
Quality Analysis
- Oversee that the (verified) final invoices for payment of the PBF-subsidies submitted are accurate and sent timely to the Fund holder, so that payments can be made in a timely manner.
- S/he will monitor the progress of the PBF-project and identify key challenges with solutions while working in consultations with the PBF Manager at the Cordaid Country Office.
- S/he will also ensure timely monitoring and verification the client satisfaction questionnaires for completeness and accuracy of data.
Database system
- Function as the Cordaid Kamuli Office contact person for the development, maintenance and use of the PBF-database system linked to EMIS of the District and ensure that there is timely updating of the required information related to the PBF project on a quarterly basis.
Project effectiveness and Quality assurance
- Regularly ensure timely analysis of the performance of quantity and quality of PBF data of all the contracted school facilities, District Education Office and the CBOs, as well as the payments.
- Report on trends in the data and advice on any anomalies.
- Investigate on abnormalities data results and make clear and detailed recommendations for improvement. Ensure that financial and school data collected and verified from the contracted parties are properly managed and accounted for in the PBF-data base.
- Ensure to maintain a record of each payment on the subsidies to each school facility.
- Ensure quarterly report submission on budget projections and forecast as per the indicators performance trends.
Training and coaching
- Supported by the Country Office, the Team Leader will provide hands-on training and support to the Cordaid Kamuli staff and the other actors playing a role in the institutional setup of the PBF-project including the District Education Office, steering committee members, the contracted school facilities and CBOs on performing their tasks and responsibilities as formulated in the Project Implementation Manual.
Reporting
- S/he will compile quality and timely quarterly and annual financial and narrative progress reports in line with requirements of the donor and Cordaid Global Office
- Actively participate in the fundraising processes through contributing in the proposal development
- Ensure that all the project’s documents including inventories for purchased materials, tools, equipment and assets are filed and kept under safe custody.
Representation and networking
- Represent Cordaid and the PBF-project at both District and sometimes at National level. The team leader will also ensure active participation in all the Education related District coordination working groups/platforms.
- Attend to any other duties other duty as assigned by the supervisor from time to time based on the identified needs and urgency and note that this Job Description is not exhaustive.
Qualifications, Skills, Knowledge and Experience
- The applicant should at least hold a Bachelor’s Degree in any of the following disciplines; Education, Business Administration and accounting.
- Proven experience with Performance Based Financing
- Good knowledge of Education sector in Uganda is prerequisite.
- Practical working experience of not less than three years.
- Excellent diplomatic and communication skills
- Computer skills in Microsoft package is necessary
- Good knowledge in using data analysis tools such as STATA, and SPSS is an asset
- Proven quantitative and qualitative analytical skills. Ability to analyze and present data in well written reports. Experience in preparing attractive reports, presentations and in facilitating skills.
- Ability to analyze and present data with good presenting skills
- Able to work under stress and meet deadlines
- Experience working with international organizations
- Valid riding permit for a motorcycle
