About US:

The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of the Government’s Rural Electrification Programme.

Job Summary: The Principal Connection initiatives Officer will provide project management services for planning, coordination, implementation, monitoring and control for all connection initiatives.

Key Duties and Responsibilities:  

  • The jobholder will plan and manage consolidated project implementation including monitoring and reporting of all activities being implemented under the Connection Initiatives Unit.
  • Receive and review quarterly reports from the electricity service providers and all technical support consultancies with a view of ensuring completeness and compliance with agreed reporting arrangements.
  • Convene quarterly review meetings with all participating stakeholders’ i.e. SPs, consultancies and donors.
  • Send summarised reports for management and other stakeholders.
  • Propose sources of funding for connection initiatives to management.
  • Prepare consolidated quarterly and annual reports as well as other reports that will be required.
  • Regularly interact with implementing electricity service providers, technical consultancies, donors to ensure up-to-date knowledge on project activities, schedules, and issues
  • Explicitly ensure that electricity service providers and technical support consultancies are in compliance with relevant connection initiatives’ safeguard, fiduciary and other requirements.
  • Generate, compile and provide feedback to management, electricity service providers, technical support consultancies and other stakeholders’ information on progress and achievements. This information will be in a form that will enable all the participants to see the overall implementation of connection initiatives. This is separate from the consolidated reports that are necessary for more formal reporting.
  • Identify implementation issues and bottlenecks and in consultation with the development partners, the ED, other departments and electricity service providers, actively and creatively seek solutions. Advise accordingly.
  • Co-ordinate support supervision of management, REB, MEMD and development partners for project activities.
  • The jobholder will coordinate the activities of the electricity service providers and technical support consultancies for the mid-term and full-term reviews of the different connection initiatives.

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a bachelor’s degree in Economics, Management or Statistics.
  • Possession of Master’s Degree in Management will be an added advantage.
  • Possession of a Post Graduate qualification in Project Management or Monitoring
  • At least eight years of hands-on working experience in management and monitoring of projects in a reputable organization.
  • Previous experience working with the energy sector and donor funded projects is a prerequisite
