About US:
The Uganda Institution of Professional Engineers (UIPE) is the Institution that brings together all Professional Engineers in Uganda. It was constituted to promote the general advancement of the science and practice of engineering in Uganda.
The Professional Development Manager (PDM) shall report to UIPE’s Executive Secretary (ES) and will be responsible for strengthening UIPE’s Professional Development capability.
UIPE is developing a forward-looking programme of training and professional development courses that are co-funded by the European Union, and that aim to increase the attractiveness of corporate membership of UIPE to all Engineers and Technicians in Uganda and therefore contribute to the growth, development and financial success of the UIPE.
Job Summary: Initially, the PDM will be responsible for the development and delivery of UIPE’s training and educational programmes, currently being co-funded by the European Union, including the:
- Upscaling of training at the Ugandan Technical Colleges (UTCs)
- Graduate Training Programme (GTP)
- Initial Professional Development (IPD)
- Continuous Professional Development (CPD)
- Learning resource centre
Key Duties and Responsibilities:
Managing, accounting and reporting:
- Prepare, and submit for approval, all department work plans and budgets
- Manage all finances, resources, supply contracts approved and utilised by the Department
- Manage and maintain safe custody of all UIPE assets and consumables allocated to the department
- Manage the development and delivery (but not deliver themselves) of new training and education programmes approved by the Council
- Within the delegated authority of the Executive Secretary, act as the UIPE’s principal liaison between employers, implementing partners and students
- Manage and mentor UIPE’s Training Office to build their capability to deliver an increasing amount of UIPE’s training and educational programme, ensuring he/she can work effectively at all times
- Reporting to the Executive Secretary (ES) on the activities of the department including:
Planning and development:
- Identify professional development services that support UIPE’s strategic objectives and business plan; develop proposals and submit to the ES for approval by the Council.
This will be done through:
- Close collaboration with the ES, and relevant committees of Council
- Close collaboration and partnerships with the Ugandan Association of Building and Civil
- Engineering Contractors (UNABCEC), Uganda Association of Consulting Engineers (UACE), and other industry players
- A structured skills and knowledge gap assessment to determine the demand for courses and training and their relevance to UIPE members
- Coordination with the institutions of higher learning and training to identify mechanisms for delivery
- Work within clearly defined delegated powers of a small executive organisation
- Prepare realistic and evidence-based business plans
- Evaluate risks and benefits of potential development in the context of UIPE and its collaborators and partners
- Establish effective working relationships with a wide range of internal committees and external agencies, to jointly
- evaluate the skills and competencies needed by the industry, employers and individual members of UIPE and
- identify opportunities for UIPE and its partners to develop courses that will meet those needs and thereby increase the attractiveness of UIPE to members and potential members.
- Prepare and deliver professional development courses
- Manage and develop the capacity of small teams of mixed professionals, internal and external stakeholders to deliver professional development courses
- The ability to Communicate formally and informally, in writing and orally in English is essential.
- Listen to all UIPE stakeholders to understand their needs and formulate training programmes most suited to them
- Read diligently reports provided by UIPE stakeholder organisations to ensure an accurate understanding of their content and its impact on UIPE and the training programmes developed by them
- Make regular presentations to Council, staff, trainees and the engineering community using various presentation techniques.
- Prepare clear concise and well laid out proposal documents, business plans, reports and briefings to the Executive Secretary and suitable for submission to Council and partner organisations;
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelors Degree with 7 years post qualification experience or a Masters Degree and 5 years post qualification experience.
- For candidates offering a Bachelors Degree preference will be given to those with degrees in Education, Human Resource Development or closely related areas.
- For candidates offering both a Bachelors and Masters degree, preference will be given to those offering Masters degrees in the areas listed above with the Bachelors degree in one of the following areas: Engineering, Construction Management, Public Administration Business Administration, Management
- Post qualification experience will be required to cover at least 2 of the following areas:
Engineering supervision or management
- Business planning and development
- Management in an executive position; planning, managing and delivering defined outcomes for a project, programme or organisation
- Construction management involving cost estimating, site and/or contracts management
- Training of professionals
Candidates offering experience in the following roles will be given preference:
- Management of a training organisation or educational institution
- Previous experience of an executive or non-executive role in a professional membership organization
- Strategic and analytical thinking and learning;
- Prioritisation, time management
- Team working – respectful of colleagues, peers, superiors and subordinates
- Leadership skills suitable to the role and the values of a professional institute and applicable to small teams of mixed professionals, internal and external stakeholders;
- Resilience and ability to work under pressure;
