Restless Development (Uganda) is an International NGO established to address the challenges faced by young people in Uganda by placing young people at the forefront of change and development. Our vision is for all Ugandan youth to live healthy and productive lives, fully supported by those around them. Our programming focuses on three core areas: youth sexual and reproductive health and rights, youth civic participation and youth employment and livelihoods.

Job Summary:   The Program Coordinator EWAKISI Project will lead a new and exciting project in Karamoja funded by Porticus Africa. This person preferably from Karamoja region will coordinate the EWAKISI (Let’s include) program for young people living with disabilities. The project will be implemented in 5 districts of Karamoja; Abim, Kotido, Napak, Nakapiripirit and Moroto. And will target both young people with and without disabilities. The Objective of the project is two-fold: gathering information about disability inclusion in formal education structures and economic systems as well as raising awareness about the critical need to include young people living with disabilities in these two spheres. The programme coordinator will oversee project implementation in accordance with the objectives, work plans and budgets agreed with the donor. In particular, they will be responsible for;

Key Duties and Responsibilities: 

Programme design, Preparation, delivery and monitoring (40%)

  • Work in close consultation with the Program Manager to review and prepare the project work plan and budget as part of the quarterly and annual planning process
  • Manage monthly, quarterly and annual work plans for project activities and logistics identifying and responding to any implications.
  • Conduct disability mainstreaming and sensitization meetings and platforms with community and partners
  • Coordinate the support required from Light for the World and FORDIPOM in developing training curricula for the disability inclusion
  • Support mapping and identification of the community structures and young people who will benefit from the project
  • Facilitate the participation of young people in youth research and local decision making processes relating to disability inclusion
  • Take responsibility for the effective preparation, implementation, management and project monitoring Regularly review delivery process against plans, highlighting areas of concern in a timely manner and proactively addressing them in good time
  • Conduct program inception meetings in the 5 project districts of operation Lead all the reporting processes for the project and ensure all reporting requirements are met and submitted on time to the Programme Manager

Networking, Partnership Development and Donor Management (20%)

  • Identify and manage partnerships with Disabled Persons Organisations (DPO’s), Private Sector Actors and other key stakeholders such as other NGOs, district local governments and education institutions.
  • Lead capacity building of DPO’s and other key partners on meaningful Youth Engagement
  • Work with FORDIPOM and other DPO’s to identify young people living with disabilities to be part of the program
  • Organize and lead activities that facilitate the participation of young people, community adults and employers in Local Government processes related to disability inclusion and advocacy
  • Prepare and submit quarterly reports to the local government and other programme partners involved
  • Lead monthly meetings with District officials and support the Programme Intern in Sub-county relationship management
  • Lead all donor reporting processes and requirements

People Management and Development (15%)

  • Lead effective implementation of personnel policies and procedures for Project staff and Youth Community Researchers
  • Manage the Programme Intern ensuring clear performance objectives and development plans are in place and support him/her to manage the Young Community Researchers
  • Support recruitment, training, placement, management of Young Community Researchers
  • Continually support and supervise the outputs of the project team through line management and performance reviews
  • Support the team in solving genuine challenges and communicate to Programme Manager as necessary and required
  • Lead capacity building of the Young Community Researchers in research methodology tools and data collection processes
  • Take responsibility of the safety and welfare of the Young Community Researchers and the program Intern

Financial Planning and Management (20%)

  • Work closely with the Programme Manager and Finance unit to:
  • Track the project budget and develop quarterly financial reports and reforecasts as well as ensure that financial management is undertaken according to Restless Development policy and procedures
  • Lead development of donor expenditures reports
  • Work closely with the Grants Coordinator to deliver in line with donor guidelines and commitments
  • Take lead on the annual planning and budgeting process for the project
  • Ensure zero tolerance to fraud and bribery within the project

Other duties as required (5%): Other duties as required and requested of you. Occasionally working on weekends and holidays for which time off in lieu can be taken

Qualifications, Skills and Experience: 

  • The Restless Development Program Coordinator EWAKISI Project job should preferably hold a Degree in Development Studies, Social Work and Social Administration, Social Sciences, Adult and Community Education or any other related field. Post Graduate qualification in Project Planning and Management is an added advantage.
  • Three years of experience of work with an international or national and local organisation
  • Previous experience with a related program integrating Youth Led Disability Inclusion
  • Knowledge of the geographical context and fluency in local language
  • Willingness to work in a busy environment with tasks that require a short turn around.
  • Previous experience working with people with disabilities will be an asset
  • Donor and grant management experience
  • Experience working with local government and other stakeholders
  • Desirable
  • Experience of managing a team and supporting line managers
  • Self-driven and able to work under minimal supervision,
  • Effective decisions making skills and work on own initiative.
  • Strong computer skills with demonstrated ability to use Microsoft office applications and other packages
  • Effective communication and interpersonal skills, in order to deal tactfully and sensitively with young people and other key stakeholders at all levels.
  • Good coordination, mobilisation and organization skills
  • Good relationship skills with ability to establish and maintain good working relationships with a wide range of people and ability to work as part of a team
  • Good self-management skills and ability to operate within tight deadlines and manage a number of work activities at any one time
  • Multi-talented with ability to multi-task and deliver high quality results
  • Sound decision making skills with flexibility and the ability to establish personal priorities
  • Exercising good judgement and pays attention to details.
