Job Summary:  The Program Manager takes responsibility for the effective planning, implementation, coordination, standardization and monitoring for efficient delivery of Cordaid multi-disciplinary programs in Uganda, with a specific focus on design and implementation of private sector development strategy. S/he maintains and robust grants management and ensures fundraising by building strategic relations with our current and potential donors and stakeholders.

Key Duties and Responsibilities: 

Project development, management and reporting

  • Project lead for the (integrated/multi-disciplinary) projects
  • Conduct capacity and risk assessment of national/local partners and enforce dialogue with partners on (strategic) relation between Cordaid and local partners.
  • Conduct regular visits to project sites to build relationships, and continuously support and monitor the progress of projects funded by Cordaid and donors.
  • Ensure strong grants management to create trust and engagement with the donor for accessing future resources and increased credibility.
  • Coordinate grant opening and closing meetings and propose strategies. Track project indicators, expenditure and other grant essential information and ensure to conduct grant review meetings on regular basis.
  • Review donor reports for accuracy and quality and ensure organisational accountability and transparency. The process of reviewing must involve substantial editing, translation and contributing in the writing to produce a quality document.
  • Responsible for submitting the reports to Cordaid CO and GO for multi-disciplinary and private sector development projects in the country for ensuring expert reviews and on-time donor reporting that is evidence-based for all Cordaid program work.

Strategy & Program Development & Management

  • Develop and implement an effective Cordaid strategy and implementation plan on integrated approaches, with specific attention for private sector development.
  • Lead in the development of Private Sector Development strategy, specifically technical guidelines and tools.
  • Contributes to develop a Country Strategic Report and the Annual Country Report.

Acquisition

  • Implement long-term and short-term programs that create new opportunities for acquisition, retention and transformation of a diverse set of private and governmental donors.
  • Identify opportunities to support the development of (multi-disciplinary) and/or private sector development interventions.
  • Lead the proposal development process and technical writing for award opportunities from government agencies, multilateral and bilateral institutions, and major foundations. This include pre-proposal, proposal development, post-submission phases in accordance to donor requirements and standards. Ensure inclusion of the relevant sectoral strategies in the process.

Networking, Communication and Representation

  • Develop and maintain close relationships with donors and counterparts. Participate in relevant networks and thematic cluster meetings/technical working groups and other meetings at government and national level.
  • Contribute to the development of project related documents such as success stories and publications.
  • Facilitate documentation of stories and media materials with human interest related to Cordaid and partners’ programmes and projects and liaise with concerned units for broader coverage (digital and printed, media).

Representation & Advocacy

  • Ensure to appropriately represent Cordaid in all relevant forums a) donors, government, and other key actors; b) (present and past) Cordaid partners including relevant (international) partner network consortia, alliance forums, and other relevant sector cluster meetings.
  • Ensure that Cordaid programmes and partnerships are actively represented in coordination structures. Share progress and update on programme activities within the cluster system and relevant donors.

Leadership & Management

  • Ensure all programme-based needs and requirements are timely and efficiently shared with support services for best coordinated implementation.
  • Provide excellent standards in the management of the human, financial and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders.
  • Establish a consultative and participative management environment that engages and develops Cordaid project teams, combining country office and global office staff, to deliver on donor obligations hence meeting program commitment priorities.
  • Maintain a close liaison on programmatic issues with the current programme donors beyond contractual reporting requirements.

Financial & Operational Compliance

  • Ensure project quality adherence, contractual compliance and timely reporting.
  • In collaboration with the Finance Manager, ensure responsibility for project expenditure, financial accountability and planning requirements, and provide a high level of support to program processes and procedures. Monitor the overall financial integrity of Cordaid program funds through grant management, monitoring and evaluation.
  • Provide capacity building to country office program staff to strengthen the organizational practices that result in successful financial and operational audit scores and take lead in the implementation of audit recommendations as per the findings.

Qualifications, Skills and Experience: 

  • Masters or post-graduate in International Relations, Private Sector Programs Management, international development and/or similar field;
  • At least 7 years proven experience with strategy and program development and management of multidisciplinary programmes.
  • At least 7 years proven experience with project management, leadership and team coaching.
  • Proven skills on leading the proposal development process and technical writing
  • Proven skills in leading strategic programming and planning processes
  • Demonstrable experience of driving advocacy, communications, and fundraising approaches.
  • Proven experience of representing externally to key stakeholders, maintaining donor relations.
  • Experience of managing systems and tools to oversee complex project portfolios across different sectors and locations as well as within consortiums
  • Experience in working with national/local actors and capacity building of national and local organisations on private sector development
  • Ability to live and work under pressure in a rapidly changing and sometimes insecure environment
  • Team player with excellent communication and strong participatory leadership skills
