About CRAFT Programme:
The Climate Resilient Agribusiness for Tomorrow Programme (CRAFT) is a 5-year, € 39 million project being implemented in Kenya, Tanzania and Uganda over the period 2018 – 2023. The overall project goal is to contribute to increased availability of accessible and climate resilient food for the growing population in the three countries. This will be realized through the implementation of three strategic objectives, namely: i) Increase income for smallholder farmers and SMEs; ii) Increase business performance for agribusiness SMEs and cooperatives due to climate related investments; and iii) Improve the enabling environment favourable for large scale roll out of Climate Smart Agriculture (CSA) practices. This will be achieved through: i) Increased adoption of climate smart practices and technologies among smallholder farmers, SMEs and Cooperatives; ii) Increased investments and business growth in climate smart value chains; and Increased involvement of women and youth agribusiness development; and iii) Increased collaboration and exchange among public-private actors on large scale roll out of CSA. The programme is implemented by a consortium consisting of SNV (program lead), Wageningen University & Research (WUR), the CGIAR research programme on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabobank, and is financed by the Dutch Ministry of Foreign Affairs (DGIS).
Job Summary: The Programme Manager has responsibility for overall management of the upcoming programme which includes: efficient management of financial resources; review and approval of project plans, budgets and monitoring expenditures; supervision of field operations & implementation; supervision of procurement; supervision of monitoring and evaluation; coordination with project implementing partners and ensuring quality control and timeliness of all deliverables as required. S/he will ensure full compliance with the donor contract and regulations and will oversee the programme reporting process to the donor. S/he will oversee performance management of all SNV project staff working exclusively in his/her project for the 3 countries. The position is based either in Nairobi, Kampala or Dar es Salaam.
Key Duties and Responsibilities:
- Execute overall programme management;
- Guide the programme set-up, including developing work plans, budgets and competence table with financial responsibilities and mandates;
- Lead and steer the programme implementation team in the 3 countries;
- Build, strengthen and manage partnerships with governments, key partners, institutions and stakeholders;
- Manage sub-contractors and coordinate project consortium partners;
- Manage donor relation and reporting to the donor;
- Overall management of all human, physical resources related to the project;
- Ensure proper control and management of financial resources of the project, including the matching grant facility;
- Monitor performance of the project management team to ensure all milestones set in the work plan are met, develop mitigation plans to reduce risks and take corrective actions to remedy any deviation from the work plans;
- Account and report to SNV and the donor on project performance;
- Guide knowledge development, documentation and communication and branding in close collaboration with the donor;
- Present results and represent the programme in relevant national, regional and international fora.
Qualifications, Skills and Experience:
- The applicant should preferably hold a relevant advanced academic qualification;
- Minimum of ten years of progressively responsible work experience in managing and implementing multi-faceted, multi-country donor-funded development projects;
- Solid experience in project management, especially of Netherlands Government funded projects;
- Able to strategically lead, inspire and energise project teams;
- Preferable background in/understanding of agribusiness, value chain development and climate change;
- Experience in Monitoring and Evaluation;
- Demonstrated experience in managing various project partners;
- Excellent social and networking skills, ability to engage with the private sector, civil society and governments;
- Highly-motivated self-starter with strong organizational skills who takes individual accountability seriously;
- Strong strategic decision-making and excellent communication skills (written and oral) including reporting and presentation skills;
- Fluency in both written and spoken English;
- Willingness to travel to all project locations.
