Cordaid Uganda contributes to the above vision and mission. Projects and programs include Enhancing resilience of Communities affected by disaster and/or climate change, Health, Humanitarian Aid and Investments. Cordaid focuses its work in Uganda mainly on longer-term development programs and on lobby and advocacy activities on the above topics. In addition, Cordaid works on disaster response and recovery in refugee and host community areas.
Job Summary: The Resilience Programme Manager will manage and grow the disaster risk reduction program in Uganda. Her/his main responsibility is to ensure quality programming that responds to the needs of vulnerable communities and aligned with the value proposition of the program. S/he will identify opportunities for disaster risk reduction and enhancing resilience programs based on ongoing assessments, market analysis and coordination with other agencies. The PM is expected to continually validate and develop programs and strategies, based on field reality and new funding opportunities. The PM will represent Cordaid in the Partners for Resilience alliance and actively participate in capacity building and policy dialogue for strengthening community resilience. The PM will also ensure strong collaboration and coordination with other actors such as Caritas and civil society partners, private sector and state ministries.
Key Duties and Responsibilities:
Programme leadership
- Take responsibility for the planning, implementation and management, monitoring and reporting of disaster risk reduction and resilience projects in Uganda; ensuring that project objectives are aligned with Cordaid’s strategic objectives and consistently met, donor reports are of excellent quality and submitted in a timely manner;
- Lead the expansion and growth of disaster risk reduction and resilience programming, and ensure value addition in the disaster-affected areas;
- Provide leadership and managerial support for disaster risk reduction and resilience staff in the office;
- Develop and implement innovative approaches for specific resilience measures to enhance project impact, e.g. access to information, ecosystem management, post-harvest small business development and access to (micro)finance.;
- Lead the Uganda Partners for Resilience alliance country team in which Cordaid collaborates for influencing policies, investments and practices for community resilience.
Management and Program Implementation
- Ensure timely program planning, implementation and reporting of both short and long-term program activities;
- Supervise and build the capacity of project staff and ensure that they meet individual and project targets/objectives;
- Provide regular monitoring of and technical support for implementing partners;
- Coordinate and collaborate with the Partners for Resilience country team and facilitate joint programme management and evaluation.
- Collaborate with program managers and program officers in HO to ensure all information is tracked according to program needs and donor requirements;
- Ensure regular reports/program updates for sharing both internally and externally;
- Regularly communicate with the team and engage team members in key decision making;
- Supervise project officers.
Partnership, Representation and Coordination
- Represent Cordaid (as delegated by Country Director) at the relevant coordination, or cluster meetings on WASH, food security and disaster risk reduction, focused NGO coordination forums, platforms and national technical working groups;
- Support capacity building of partners (Caritas and civil society organizations) for quality project implementation and facilitation of Community Managed Disaster Risk Reduction;
- Coordinate all DRR and Resilience activities with other actors (international and national NGO’s, private sector) in the areas, seeking synergies and avoid duplication;
- As required, prepare project documents and other material to develop or promote coordination activities.
Learning, Program Development and Growth
- Contribute to appropriate project tracking and knowledge management systems for all activities;
- Identify program areas for improvement and work with the Country Director and other program managers to design appropriate and sustainable solutions in integrated programmes across the thematic focal areas of Cordaid;
- Identify public, non-profit and private organizations for cross learning for the development and implementation of resilience programs;
- Liaise with head office staff for learning and quality program leadership.
Policy dialogue and capacity building
- Initiate, contribute and participate in dialogue trajectories with government, civil society and private sector actors for improved policies, investments and practices for community resilience. Communicate the Cordaid PfR message convincingly. Adjust this to the perception and goals of stakeholders and accompanies them in our direction. Be a discussion partner at different levels.
- Strengthen capacity of civil society organisations on community resilience and to lobby and advocate for improved policies, investments and implementation of good practices.
- Contribute to evidence generation and knowledge management to support upscaling of community resilience.
Qualifications, Skills and Experience:
- The ideal candidate for the Cordaid Programme Manager Resilience job vacancy should hold a Master’s Degree in Agricultural Economics, International Development, Disaster Risk Management or related field;
- At least seven years’ experience working within international development, including direct experience in fragile and post conflict environments in a developing country;
- Three years’ experience in supervising complex teams, managing and being the lead of a consortium;
- Demonstrated ability managing grants and projects, including project design, proposal development, budget preparation, donor requirements, expenditure tracking, monitoring and evaluation, reporting, etc.
- Five years of experience in disaster risk management and resilience building, including:
- Facilitation of multi-stakeholder resilience processes (community and district level) on Climate Change Adaptation, Disaster resilience, and Ecosystems management and restoration
- Implementation of resilience measures, incl. the sectors of water, livelihoods, nature and improved access to information
- Lobby and advocacy for DRR, CCA and EMR; knowledge and awareness raising; capacity strengthening of civil society organisations;
- Knowledge of lobby work and (inter)national political networks;
- Proven track record for leading the development of high quality proposals;
- Excellent writing skills to develop proposals for new projects (including financial skills) as well as lobby documents such as position papers, articles, press statements.
- Demonstrated experience exploring, managing and strengthening partnerships, create networks and coordination and to obtain contribution from others;
- Excellent analytical and organizational skills – innovative thinker;
- Knowledge of training and consultancy methods, research methods, knowledge management, sources of funding.
- Experience developing and leading trainings and workshops;
- Ability to create a team environment and coordinate with colleague program managers in the team;
- Ability to manage time, prioritize tasks, respond quickly to requests;
- Excellent communication, inter-personal and problem solving skills.
Contract Information: The contract period is for 1 year (starting date no later than 1 August 2018), with the intention to extend for a longer period upon good performance. We offer a Cordaid contract with a competitive salary and a benefit package matching standards within the Ugandan INGO community for a national position at the level of programme manager.
