SNV contributes to programming within the Agriculture, WASH and Energy sectors by strengthening the capacities of targeted partners and communities at the field level; in order to realize increased skill sets and sustainable performance; reduce poverty levels, expand employment; improve food security; while paying special attention to gender equity, social inclusion of marginalized groups and stakeholder accountability.
Key Duties and Responsibilities:
Finance project administration support
- Read and understand the project proposal budget, the translation to the relevant project document as per the project management procedures, all donor requirements, reporting dates & formats and SNV internal reporting requirements.
- Record financial transactions according to instructions of Project Manager, project management procedures and SNV accounting procedures, into the SNV financial administration system and identify and address any bottlenecks in processing.
- Monitor and ensure that all financial transactions are done according to donor and SNV authorizations and procedures, especially the procurement regulations.
- Follow up on project related receipts and payments, reconcile bank balances, prepare financial transactions and manage liquidity levels of the project, based on guidelines of the Donor, Finance Officer and SNV accounting procedures and internal control frameworks.
- Handle petty cash and supplier payment for the project both outside the SNV field office and at the field location.
Reporting & monitoring
- Keenly review and check data, time and costs booked to the project according to the project management and financial procedures, check periodically (weekly and monthly) together with Project Manager the administration and corrects errors if needed.
- Support the Project Manager in processing of timely, complete and correct financial donor reporting and in preparation of budget revisions for donor according to donor guidelines and in compliance to the project management and financial procedures.
- Support Project Manager in providing monthly feedback to Finance Officer concerning cost and time booked to the project, forecasts and explanations of general deviations.
Documentation
- Ensure that all supporting documents for donor reporting are made available according to donor requirements and as per project management procedures.
- Organize, document and archive relevant documentation, keep files complete and up to date and maintain quality and accessibility of archive and files, conorm administrative procedures and filing procedures as laid down in ICF and local law/instructions.
Human Resources Administration
- Process the master data mutation forms, assist the PM in monitoring the monthly project time writing.
- Assist with the time registration of LCBs/consultants if required.
General Support
- Keep agenda’s up to date, arrange meetings and appointments, draft correspondence, signal bottlenecks in planning and suggest solutions based on requests of team and agreed general support routines.
Logistics Services
- Make travel arrangement for project members, manage the project fleet, provide basic ICT support and arrange the project procurements based on the authorization, guidelines and with the approval of the Project Manager.
Supervision/management of staff
- Coordinate activities and distribute work over the project support staff members, coach and appraise own staff
Qualifications, Skills and Experience:
- The ideal candidate for the SNV Netherlands Development Organisation Project Administrator job must hold Bachelor’s degree in Accounting, Economics , statistics or related field from a recognized University
- Professional accounting qualifications and membership to ICPAU /ACCA;
- Qualifications in information systems especially use of ERP.
- Three years of experience in accounting work in a busy environment preferably in a project setting.
- Good analytical skills .
- Ability to meet deadlines and to work within a team
- Fluency in written and spoken English.
- Computer literate, proficient with MS Word, Excel and financial applications.
- A self-motivated achiever with excellent leadership, teamwork, coaching, communication, analytical and organisational skills.
- Strong work ethics, high level of confidentiality and Integrity
