The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 36 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

Job Summary:  The Project Coordinator will be the highest-ranking field-based staff who is 100% dedicated to the project and, therefore, will be responsible for the overall project management and implementation of the anticipated cash project. Managed by DRC’s Head of Program, the Project Coordinator will be responsible for maintaining technical rigor across DRC’s ECHO-funded cash interventions, ensuring adherence to best practices in cash programming and consistency and harmonization across areas of implementation. Furthermore, the Project Coordinator will ensure that all activities are comprehensively planned, implemented and adapted based on ongoing monitoring and learning. The Project Coordinator will also be responsible for submitting quality reports, reviewing and revising project documents, maintaining donor and organizational compliance and contributing to coordination efforts with the UCC’s project management unit and partners.

This appointment is subject to DRC successfully securing funding from DG-ECHO.

Key Duties and Responsibilities:  

Coordination and Supervision:

  • Overall responsibility for the recruitment and technical supervision of the field-based ECHO project teams, including ensuring positive and collaborative working relationships in line with DRC’s Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Coordinate all technical activities and oversee implementation of the project according to contract objectives, ensuring the project meets or exceeds agreed targets, annual planning and budgeting processes for the project with full accountability to the DRC and DG-ECHO.
  • Identify and effectively manage due diligence and all associated key risks related to the project’s activities.
  • Ensure that technical, financial, and operational activities, including reporting, are carried out according to DG-ECHO’s and DRC’s policies and procedures.
  • Represent the DG-ECHO project publicly at the site level, including in working groups, coordination fora with other agencies, and in providing a direct link in communications between the respective field office and the Kampala country office.

Programme and Technical Oversight:

  • Provide technical oversight of all DG-ECHO cash programming in Uganda, ensuring achievement in accordance with targets, on time, within budget, consistent with high impact quality programming and in compliance with core protection principles and best practices, and DRC and donor regulations.
  • Support the UCC’s project management unit and DRC Head of Program by contributing to the strategic direction of the DG-ECHO project through active and ongoing participation in regular program reviews, monitoring and lesson learning exercises.
  • Ensure integration of technical inputs from other sector specialists, such as DRC’s Global Cash Advisor and country Protection Coordinator, to ensure high quality programming.

Support Services:

  • Coordinate with Area Managers and relevant Support Services functions to support financial and operational management of the project according to DG-ECHO and DRC standards for compliance.
  • Support the establishment of efficient and effective systems and procedures to monitor and demonstration of Value for Money.

Qualifications, Skills and Experience: 

  • The ideal candidate for the Danish Refugee Council (DRC) Project Coordinator job placement must hold an advanced degree in a related field, such as economics, international development or the social sciences.
  • A minimum of eight years of experience working in international humanitarian and/or development aid, preferably with displaced populations, and with at least 4 years in project management
  • Technical expertise and experience in cash programming
  • Robust analytical and strategic planning skills
  • Demonstrable track record of meeting or exceeding programme targets, whilst maintaining technical quality
  • Highly diplomatic with excellent political awareness and understanding
  • High-level communications and interpersonal skills
  • A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders
  • Fluent in written and spoken English
  • Languages: Excellent verbal and written English.

 

Additional preferred background experience:

  • Experience managing DG-ECHO projects
  • Master’s degree in economics, international development or social sciences, or comparable demonstrated practical experience.
