Job Summary: The Project Finance Officer will be in charge of the financial aspects in relation to the Building Resilience Education Opportunities in Fragile Crisis Affected Environments project. He/she will be responsible for all financial management aspects of the project.
Key Duties and Responsibilities:
- Keenly checks and appraises the financial aspects of the project on internal and external risks and opportunities to ensure compliance; communicates on the findings with the Project Manager and counterparts and makes proposal on the (method of) financing.
- Checks and appraises the financial reports and audits of counterparts; communicates on the findings with the Project Manager and counterparts, and where necessary makes proposals for follow-up.
- Checks and appraises together with the Project Manager the organisational structure, the (financial administrative) capacity and the used management systems of the counterparts. If necessary, makes proposals to counterparts and/or works out ideas for their improvement and strengthening.
- Actively contributes to the drawing up and implementation of the annual (partner) contract and makes proposals in this regard for approval and spending targets.
- Monitors periodically the approvals, spending and performance at country level and revises the (financial) planning where necessary. Records this in the management information systems.
- Regularly monitors the trends in the external environment and contributes to financial management/policy (such as the quality of audits, opportunities for getting advice in the financial area and the quality of financial traffic).
- Monitors project expenditure and in collaboration with the donor accountant helps in preparation of donor financial reports
- Prepares the financial management reports in line with the standards of the back-donor(s), including a (first) analysis, and submits them to the project leader for his/her approval.
- Manages and updates project information in SAP
Qualifications, Skills and Experience:
- The ideal candidate for the Oxfam Project Finance Officer job must hold academic qualifications in Accounting, financial management, commerce, economics or related field (A degree in Finance, Business Administration or Commerce) and professional certification in accounting an added advantage.
- Three years of relevant professional experience in an NGO setting.
- Significant knowledge and experience of all core financial management activities, including accounts payable, cash management, budget development, statutory requirements (particularly related to Ugandan standards) and standard accounts
- Proficiency in numeracy skills and good computer skills (Excel especially, Word)
- Ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through
- Good analytical and conceptual thinking skills with a proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide a better service to Oxfam.
- Excellent personal communication skills, in written and verbal English
- A high level of self-awareness, personal energy, stamina and flexibility. Ability to work creatively, effectively and under own initiative
- Pays attention to detail
- Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work
