About US:
Kituo cha Katiba: Eastern Africa Centre for Constitutional Development (KcK) is implementing a project on electoral reform and justice in Uganda, aimed at enhancing electoral democracy in the country. The project involves 3 major components: monitoring compliance by the Attorney General with the orders of a 2019 Supreme Court public interest litigation (PIL) case that challenged the Attorney General’s non-compliance with the orders of the same court made in Presidential Election Petition No.1 of 2016 and awareness creation about the PIL case; a comprehensive study of the electoral reforms proposed by the Supreme Court in the (above) 2016 Presidential Election Petition; and a critical review of the 2016 parliamentary election judgements to ascertain their consistency and legal basis with a view of improving future adjudication of electoral disputes.
Job Summary: KcK seeks to employ a full time Project Officer to offer programmatic technical support to the effective implementation of the project. Under the overall guidance of the Executive Director and direct supervision of the Programmes Director, the Project Officer will undertake the implementation of the project activities to achieve the intended outcomes and outputs.
Key Duties and Responsibilities: The Project Officer shall have the following duties and responsibilities:
- In general, in collaboration with the Programme Manager, oversee the program management and coordination and the Project related activities;
- Project Planning; in collaboration with the Programme Manager, undertake periodic planning for implementation of the project activities (Operational Planning, )
- Participate in the development of project proposals and project documentation related to the project under implementation;
- In collaboration with the Programmes Manager, develop both activity specific and quarterly project work plan;
- Support the project team in all aspects of the programme implementation and development as requested.
- Actively assist in the setup and participate in project events (meetings/workshops/trainings) with the various targeted actors;
- Undertake other program administration tasks as and when necessary
- Ensure transparency, ethical conduct and efficiency in project implementation
- Report on project activities as requested by the Project Manager and according to project timeframes including preparation of monthly, quarterly and annual reports.
- Project Monitoring and Evaluation-Implement the project M & E plan in a professional manner.
- Take part in various periodic meetings of the Project review.
- Support the project team in the reviewing and redesigning of the various potential interventions in consultation with the Project Manager and other actors to respond to changes in the implementation of the project.
- Compile /document lessons learnt and intervention model;
- Support the Communications officer in the production of communications tools: video clips, leaflet, press release/ press kit, database.
- Perform other duties as may be required.
Qualifications, Skills and Experience:
- The applicant must hold a University Degree in law or relevant social science.
- Any postgraduate qualification in the same shall be an added advantage.
- Three years of experience in project design, management and implementation of good governance/electoral democracy/human rights related projects.
- High professional and personal integrity;
- Excellent interpersonal skills;
- Possession of excellent organizational, analytical and problem-solving skills; and attention to detail; and the ability to concurrently handle multiple assignments;
- Ability to collaborate effectively with diverse stakeholders and implementing agencies;
- Basic monitoring and evaluation skills desirable;
- Ability to work both independently and collaboratively in a team;
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability in a diversity characterized working environment;
- Demonstrates strong oral, presentation and written communication skills;
- Internet and social media competent with ability to communicate project milestones on such forums.
- Language Skills: High proficiency in spoken and written English
- Computer literacy: High proficiency in MS Office (Word, Excel, PowerPoint etc,) and excellent web navigation skills.
